• HI participants that fully subsidized by the State including railway workers in the national resistance against the French, the US, the wars for national defense and international duty; youth volunteers of the Southern region participated in the national resistance in the period 1965-1975; People’s Artisans and Elite Artisans are awarded by the State that have their average monthly income lower than the basic salary.
• HI participants that supported by the State including the poor households that lack of basic social services (according to the criteria of the near poor standards of the Government)
• HI participants households including dignitaries, monastics, people living in social protection establishments (for some); the relatives of arm forced officials and workers serving in the army and police.

Accumulated reduction of HI contribution:

• It is not compulsory for all household members to participate in HI scheme at the same time;
• The contribution is reduced more and more when 2 or more household members participate in the same fiscal year.

Right for HI benefit in some cases

• In case the inpatient's HI card expires during his/her treatment, the medical examination and treatment expenses within the scope of benefits and the level of benefits will be reimbursed until  he/she is discharged, but not more than 15 days after the card expires. Viet Nam Social Security is responsible for issuing or extending HI card to the patient while he/she being treated at the medical facility.
• In addition, the new Decree has a provision to provide additional HI fund in case the medical examination and treatment facility sends specimens or transferring patients to other establishments to perform testing and imaging services.

Management of HI fund

• HI funding assigned to a healthcare facility will no longer based on the current HI registered members of that facility. This regulation ensured the HI risk-pooling characteristic and also go inline with the current referal system. At the same time, this will not put pressure on medical examination and treatment facilities nor affect the rights of patients.
• Commune health stations are no longer subject to the current 20% limitation for HI funding that a station can spend.
