Viet Nam Social Security focuses on ensuring cyber information security

Viet Nam Social Security (VSS) held a conference on information security in the central province of Nghe An from day 23 to 25 in July 2018 to evaluate the security and safety of information and the application of information technology, as well as popularize regulations and guidelines on the application of information safety measures on software systems, databases, websites and online portals of VSS.

The event, which was presided over by VSS Deputy Director General  Pham Luong Son, drew Vice Chairman of the People’s Committee of Nghe An Huynh Thanh Dien, representatives from some agencies of the Ministry of Information and Communications and the Vietnam Government Information Security Commission.

Leaders of VSS Departments, Directors of Social Security Offices of Ministry of Defense, Ministry of Public Security and Provinces as well as staff of IT offices of VSS chapters in cities and provinces also attended the conference.

Opening the event, VSS Deputy Director General Pham Luong Son said recently, Viet Nam Social Security has exerted efforts to reform administrative procedures and apply IT in managing professional operations as well as serving customers and enterprises.

As a result, information systems of VSS has been built and completed, with many important systems needing adequate information safety protecting measures, including family-based social insurance data, social insurance verification system and the management system on social insurance collection, card numbers and policy approval.

Currently, the information system of VSS is regularly used by more than 20,000 accounts of public servants from nearly 1,500 VSS units, along with about 12,000 health care facilities and some 500,000 organizations and enterprises using public services.

To ensure cyber information security, VSS built an IT system administration centre with a team to operate and address breakdowns around the clock, including during Tet and other holidays. VSS has also employed software and hardware solutions related to information security, and taken part in the National Cyber Information Security Incident Response Network and coordinated in detecting and addressing incidents with such information security offices as the Vietnam Computer Emergency Response Centre, the Ministry of Information and Communications’ Authority of Information Security and the Vietnam Government Information Security Commission.

Following the Party and Government leaders’ directions on improving information security, VSS sent officials to participate in international programs, workshops and drills such as drills in the Southeast Asian region or between members of the Asia Pacific Computer Emergency Response Team, and other activities to improve the incident response network and improve the capacity of officials and units in charge of national cyber information security incident response.

To ensure information security and increase the ability of incident response readiness, VSS Deputy General Director Pham Luong Son stressed the importance of holding training courses as well as conferences and workshops on policies and mechanisms to reach consensus on implementing them.

VSS’s information security conference 2018 was a chance for officials to get updated on measures to prevent cyber attacks and ensure cyber information security, as well as skills and knowledge to address different circumstances and respond to incidents caused by cyber attacks.

The conference also offered a chance for Province social security offices on cyber information security units to discuss measures to better their coordination with the VSS’s Information Technology Centre to increase readiness for cyber attacks and to protect the information infrastructure and network systems, and to improve the awareness of technicians and other officials of the social insurance sector of cyber information security.
