Urging the collection of Social Insurance, Health Insurance and Unemployment Insurance

To ensure the rights and benefits of workers, provincial social security offices are strongly requested to focus on strengthening their social insurance (SI), health insurance (HI) and unemployment insurance (UI) contribution collection activities.

To ensure the rights and benefits of workers, provincial social security offices are strongly requested to focus on strengthening their social insurance (SI), health insurance (HI) and unemployment insurance (UI) contribution collection activities. The solutions include:

- Sending dedicated officers and debt collection staff from provincial and district social security offices to enterprises to ensure contributions are made in a timely manner.

- Naming and shaming enterprises that owe large amounts of SI, HI and UI contributions for a long period of time through mass media.

- Coordinating closely with Provincial Confederations of Labour to provide information and evidence to bring those that owe SI, HI and UI contributions to court. Proposing to Chairmen of provincial/district People’s Committees to establish interdisciplinary inspection teams to work with social security offices to inspect (scheduled or unscheduled) enterprises that do not contribute for all their workers or fail to pay SI, HI and UI contributions for more than three months. Swiftly dealing with enterprises that delay or do not pay SI, HI and UI contributions intentionally, directly affecting workers rights.

- Creating favourable conditions for financial agencies and related authorities at all levels to transfer HI contributions in a timely manner for state subsidised member groups to the health insurance fund before December 31, 2016.

- Coordinating with Provincial Departments of Civil Judgment Enforcement to carry out sentences passed before April 14, 2016 by courts at all levels.

- Coordinating with banks that have agreements on contribution collection with VSS to transfer employers and employees contribution to VSS funds when enterprises request a loan (to pay salary) or provide a loan through a bid (with salary payment to employees).

As of November 31, 2016, total SI, HI and UI contributions hit 197,596 trillion Vietnam Dong, or 77.9% annual plan. However, total arrears debt of SI, HI and UI contributions nationwide has risen to 14,237 trillion Vietnam Dong, 0.2% higher than the same period of 2015.
