Positive Growth Indicators Recorded as the Entire VSS System Maintains Momentum and Resolves Implementation Bottlenecks

On the afternoon of June 10th, Vietnam Social Security (VSS) organized a the June 2026 nationwide online briefing conference. The conference was chaired by Mr. Lê Hùng Sơn, Director General of VSS.

Overview of the conference

Attending the conference at the VSS  headquarters were Deputy Directors: Mr. Trần Đình Liệu, Ms. Đào Việt Ánh, Mr. Nguyễn Đức Hòa, Mr. Chu Mạnh Sinh; Mr. Vũ Quốc Tuấn, Deputy Secretary of the Party Committee; leaders of affiliated and subordinate units; and representatives from the Party Committee Office, the Trade Union, and the Youth Union. At Social Security offices in provinces and centrally governed cities, and at grassroots-level Social Security office, the conference was attended by leading officials, departmental heads, and relevant officers.

In his opening remarks, Director General Lê Hùng Sơn stated that at the Ministry of Finance's conference held on the morning of June 10th, many positive signals regarding the socio-economic situation in the first five months of 2026 were noted, creating a favorable foundation for the implementation of Vietnam Social Security's tasks in ensuring social security in the coming period. Therefore, at this conference, Director General Lê Hùng Sơn requested that units comprehensively review the implementation of assigned tasks and targets; evaluate the results of directives and guidance in the recent past; and simultaneously clearly identify the difficulties, obstacles, and bottlenecks in the implementation process to focus on resolving them and bring about improvements in the remaining months of the year. Furthermore, it is necessary to enhance the exchange and sharing of good practices and innovative, effective approaches in implementing social insurance, health insurance, and unemployment insurance (SI, HI & UI) policies to study and replicate them across the entire system, contributing to the successful completion of assigned tasks.

Targets Continue to Show Positive Growth Trends

According to the report presented at the conference, in May and the early months of 2026, VSS has closely followed the directives of the Government and the Ministry of Finance, implementing coordinated measures  to effectively fulfill  assigned responsibilities and achieve significant positive results across various areas of work.

In terms of collection and participation expansion, as of the end of May 2026, the number of SI participants reached 21.99 million. Of this total, 19.41 million participated in mandatory SI, an increase of 209,000 compared to April 2026. Voluntary SI participants numbered 2.58 million, an increase of 41,000 from the previous month. UI participants reached  17.37 million participants, an increase of 175,000, while HI covered 98.63 million people, an increase of 523,000 compared to April 2026. The total collection for SI, UI, HI accumulated to 39.3% of the assigned plan. Late contributions accounted for 2.78% of the total amount due..

The settlement and payment of SI, UI, HI  benefits continued to be carried out promptly and in accordance with regulations, ensuring the rights of participants and policy beneficiaries. In the first five months of the year, the entire system processed benefits for over 3.83 million beneficiaries of sick leave, maternity leave, and convalescence. Unemployment benefits were provided to over 245,000 individuals, and HI-covered medical examinations and treatment was ensured for nearly 78 million people.

Notably, the number of people receiving lump-sum SI benefits decreased by nearly 25% compared to the same period in 2025. Specifically, this decrease amounted to 100,649 individuals, or 26.18%. This reduction indicates the stability of the labor market and a growing confidence of workers in SI  policies.

VSS has also intensified efforts in administrative procedure reform, information technology application, and digital transformation. VSS have successfully connected and integrated 100% of online public services to the National Public Service Portal, effectively implemented tasks under the Government's Project 06, and strengthened data sharing with national and specialized databases.

In the realm of communication, VSS has actively promoted various activities, including those supporting the for promoting month for promoting universal SI with the theme "SI - A Lifelong Source of Security." They have also ramped up the dissemination of SI and HI policies through digital platforms and mass media, contributing to increased public awareness and social consensus on social security policies.

Discussing solutions to complete tasks in the last six months of the year.

Alongside the achievements, at the Conference, leaders from units under the VSS, provincial and city Social Security branches, and grassroots social security offices focused on exchanging, discussing, and evaluating existing shortcomings and limitations in the process of carrying out assinged tasks. They also proposed numerous solutions to achieve the key targets and tasks for 2026.

After hearing the remarks from the units and some local Social Security branches, the Deputy Directors of VSS provided specific evaluations and directives for each area of responsibility, while also directly addressing and resolving difficulties and obstacles arising during the implementation process.

Deputy Director General of VSS, Mr. Tran Dinh Lieu, stated that VSS has recently directed the Management Board for Contribution Collection and Participant Development to assign specific personnel to be in charge of each locality, quantify tasks, and establish monthly monitoring and evaluation mechanisms down to the grassroots social security level. This allows for timely understanding of the situation and resolution of emerging difficulties and obstacles.

Emphasizing the requirement that "assigned tasks must be monitored, reviewed, and evaluated," he urged leaders of local social security branches to closely follow the tasks assigned in VSS directives, strictly adhere to professional processes and regulations, and especially ensure compliance with regulations on managing SI books and HI cards, and the implementation of SI books & HI cards.

Deputy Director of VSS, Mr. Dao Viet Anh, requested the Personnel Department to urgently complete the system of Key Performance Indicators (KPIs) for task implementation, ensuring that evaluations are specific, quantifiable in terms of results, progress, and completion time. She also emphasized that after one year of reorganizing the organizational structure, it is necessary to continue reviewing, supplementing, and perfecting mechanisms and policies to meet practical demands. He further suggested that local Social Security branches be more proactive and active in contributing to the development of mechanisms and policies, enhance inspection and supervision, and regularly grasp the practical situation at the grassroots level to promptly identify and handle emerging difficulties and obstacles.

Deputy Director General of VSS, Mr. Nguyễn Đức Hòa, requested that units continue to closely follow the progress of implementing procedures for payment and settlement of healthcare costs covered by HI, ensuring completion within the prescribed deadlines. He also acknowledged and highly appreciated the efforts and endeavors of Social Security offices in provinces and cities in the areas of HI claims assessment and management of the HI fund in recent times. For some localities with a higher increase in healthcare costs covered by HI than the national average, he proposed a thorough analysis of the causes, strengthening of warning, inspection, and supervision measures, and data review to promptly implement appropriate management solutions. These solutions should both ensure the benefits of HI participants and guarantee the safe and effective use of the HI fund.

Deputy Director General; of VSS, Mr. Chu Mạnh Sinh, requested that units enhance their responsibility in reviewing, advising on, and providing opinions for draft legal documents and operational guidance documents. Simultaneously, he urged the continued promotion of online public services, strengthened management of beneficiaries, and the expansion of payment for SI benefits and unemployment allowances through non-cash payment methods. Emphasizing the role of digital transformation in the current period, he instructed units to continue vigorously applying information technology and digital transformation in all work areas, aiming to serve people and businesses faster, simpler, and more conveniently.

Determined to Successfully Fulfil the 2026 Targets and Tasks

In his concluding remarks at the conference, Director General of VSS Lê Hùng Sơn acknowledged and commended the achievements of the entire system in the recent past. He also requested that the units under the VSS and local social security offices continue to closely follow the work program and resolutely implement key tasks in June and the last six months of 2026.

The Director General of VSS emphasized that in the coming time, the assessment of task completion must be closely linked with the KPI system, ensuring clear quantification of responsibilities, progress, and results. In terms of emulation and reward activities, key indicators will be identified as the basis for evaluating task completion. Units that do not fulfill these key indicators will not be considered as having completed their tasks.

Regarding contribution collection and participant development, the Director General of VSS requested local offices to continue effectively exploring potential target groups, focusing on implementing plans to mobilize people who have escaped poverty to continue participating in voluntary SI and household HI. Units need to review all implemented solutions, clearly assess areas where responsibilities have not been fully met or development potential has not been fully exploited, and develop solutions to overcome these issues.

Furthermore, he requested local agencies to develop monthly and quarterly participant development scenarios, regularly review and assess implementation results, considering this an important basis for direction, management, and evaluation of task completion.

For medical examination and treatment covered by HI, the Director General of VSS requested local social security offices to closely adhere to the directives and guidance of the VSS. They are urged to proactively coordinate with healthcare facilities and state management agencies at the local level to control costs, analyze data, and provide early warnings of risks that may lead to unreasonable cost increases, ensuring the benefits of health insurance participants and the safe and effective use of the HI fund.

Regarding final account settlement work, units are required to focus on completing assigned tasks on schedule and strive to finish them ahead of deadlines where possible. They should also improve the quality of settlement dossiers and supporting documents, minimizing the need for repeated revisions and supplements.

With respect to inspection activities, Director General of VSS called for a substantive assessment of the quality and progress of inspection plans implemented at local levels. He also emphasized the need to enhance the effectiveness of inspection and supervision efforts, promptly detect and address violations, and contribute to preventing losses and waste in the SI, UI, and HI funds.

In addition, the entire system is expected to continue accelerating digital transformation, upgrading operational software in line with management, governance, and decision-support requirements, and studying and improving information technology infrastructure to facilitate data connectivity and sharing with national databases and relevant ministries and sectors.

In the coming period, VSS will focus on conducting a mid-year review of the implementation of SI, UI, and HI policies during the first six months of the year; implementing solutions to fulfill tasks set for the remaining six months; organizing training on contribution management procedures, the issuance of SI books and HI cards, and new regulations on participant expansion; and continuing to review management mechanisms and strengthen early-warning systems to ensure the absolute safety of the SI, UI, and HI funds. At the same time, the agency will intensify communication activities in response to Viet Nam Health insurance Day (July 1).

The Director General of VSS also urged the entire system to continue promoting solidarity, responsibility, innovation, and creativity; improve the quality of reward and recognition activities   work; and remain committed to successfully fulfilling all targets and tasks assigned for 2026, thereby contributing to the effective implementation of the Party’s and State’s social security policies.
