Health and Social Insurance Data interconnection and sharing: Forming a Comprehensive Personal Health Database

The Ministry of Health has issued Decision No. 1551/QD-BYT dated May 31, 2026, along with guidelines for collecting, updating, and interconnecting health examination data, and for creating and updating electronic Health Books on the VNeID application.

The Decision takes effect from the date of signing, establishing the foundation for the formation and completion of citizens' personal health database.
According to the guidelines issued with Decision No. 1551/QD-BYT, the personal health database built by the Ministry of Health will be formed from two main sources: (1) results of periodic health examinations and screening examinations provided by healthcare facilities; and (2) medical examination data shared and synchronized from the Vietnam Social Security (VSS)
VSS will share medical examination data with the Ministry of Health's personal health database through the data sharing and coordination platform of the National Data Center, as requested by the Ministry of Health.
The Ministry of Health also stipulates that data interconnection and sharing must ensure accuracy and completeness, and be digitally signed to guarantee the authenticity and integrity of information during data sharing. Healthcare facilities are responsible for updating data from periodic health examinations and screening examinations and interconnecting it with the personal health database within 24 hours after the examination concludes. For data generated before the issuance of these guidelines, synchronization must be completed before July 15, 2026.
Based on the interconnected database, the Ministry of Health will share information with the National Population Database to create and update the electronic Health Book on the VNeID application. Citizens will be able to access their health information, history of medical examinations and treatment, and use the data for administrative procedures related to medical examination and treatment.
The connection and data sharing between the health sector and VSS will contribute to the further development/improvement of the personal health data system, creating a foundation for managing, monitoring, and caring for people's health in the digital environment.
