Spreading the Message: “Social Insurance – Lifelong Security and Support”

On May 9, 2026, social security offices in 34 provinces and centrally governed cities across the country simultaneously organised launch ceremonies and public awareness campaigns in response to the Month for Promoting Universal Social Insurance under the theme: “Social Insurance – Lifelong Security and Support”.

The campaign also served as a key highlight of the peak month for expanding participation in social insurance and health insurance schemes.

The launch ceremony for the Month for Promoting Universal Social Insurance was held in the context of the entire VSS system is continuing to intensify its awareness-raising activities, consultation, and policy clarification efforts, embracing innovation and a strong focus on grassroots engagement, prioritizing citizen service. This initiative not only promotes active participation across the system within the entire system but also underscores the VSS system's determination to expand SI & HI coverage, thereby contributing to the effective achievement of sustainable social security goals.
The ceremony continued to spread the message of shared responsibility in implementing social security policies across the entire political system and society. Through the campaign, VSS hopes that Party committees, authorities, and socio-political organisations at all levels will continue to pay greater attention to and take more decisive action in implementing SI and HI policies. It also seeks to promote the role of each official, Party member, and public employee in encouraging their families and communities to participate in SI and HI. Across localities nationwide, the campaign atmosphere was vibrant, united, and marked by strong determination. Each social security official and staff member of organisations supporting participant development acted as an active “communicator,” carrying a strong sense of responsibility and dedication in bringing social security policies closer to the people.
According to reports from provincial and municipal social security offices, a wide range of communication, consultation, and consultation activities were launched simultaneously on the first day of the campaign in forms tailored to local conditions and practical needs. Nationwide, around 12,700 banners, pennants, and promotional slogans were displayed along major roads, residential areas, and industrial zones. Approximately 470 public awareness conferences, dialogues, and direct consultation sessions were organised, attracting about 23,400 participants. Around 12,000 small-group communication sessions reached approximately 105,500 people, while some 350 “community information points,” consultation booths, and policy promotion stands were set up simultaneously at markets, shopping centres, and densely populated areas, drawing large numbers of residents to learn more about the policies.
Through the launch ceremony and direct communication activities, social security officials, staff from organisations supporting participant development, and collaborating outreach workers provided direct consultation and guidance on the benefits, contribution rates, and participation methods for voluntary SI and household HI schemes. They also clarified the significance of monthly pension benefits, HI entitlements for pensioners, as well as the risks associated with not participating in or withdrawing from the social security system.
Notably, many localities adopted more people-centred and grassroots-oriented communication approaches, making greater use of digital media by combining both in-person and online outreach. Infographics, short videos, livestreams, and QR codes for information access were widely utilised, helping residents access, understand, and participate in the schemes more easily.
Initial results indicate that the launch ceremony and accompanying campaign activities created a positive communication impact, contributing to greater public awareness and strengthened confidence in SI & HI policies. As a result, approximately 102,650 people newly enrolled or renewed their participation in voluntary SI & HI schemes. Of the total, around 17,530 people newly enrolled in voluntary SI, while approximately 18,700 renewed their participation. For HI, about 17,080 people newly enrolled and roughly 49,340 renewed their coverage.
Diverse methods and effective models of local communication.
Notably, many localities adopted creative and decisive approaches from the planning stage, including target allocation and the organisation of campaign teams, creating a vibrant atmosphere of emulation across the entire system.
In Bắc Ninh, the campaign was implemented vigorously under the principle of “going alley by alley, knocking on every door”, reaching every eligible participant” with a focus on encouraging informal workers, household businesses, and people with stable incomes who had yet to join SI schemes. Alongside direct communication activities, the locality strengthened the use of digital technology, social media, and online platforms to expand public access to SI policies. At the launch ceremony, the provincial social security agency assigned targets for voluntary SI participation during the “Peak Month” campaign, aiming to sustainably maintain and expand participation to 109,030 people while attracting 5,538 new voluntary SI participants province-wide.
In Nghệ An, the provincial social security office launched the “Community Communication Point on SI and HI Policies” model on May 9, 2026, coinciding with the nationwide campaign responding to the Month for Promoting Universal Social Insurance. Under the initiative, 17 community communication points were established in residential areas and neighbourhoods to provide residents with convenient access to policy consultation, support, and guidance at the grassroots level. Speaking at the launch ceremony for the Community Communication Point in Trung Đô 6 residential quarter, Trường Vinh Ward, Ms. Lê Thị Dung emphasised that the model would serve as a “trusted source of information” where residents could access comprehensive information, consultation, and explanations regarding SI & HI policies. Immediately after the launch, communication teams directly advised and guided residents on joining voluntary SI and household HI schemes at the community communication points, helping to bring social security policies closer to the grassroots level.
In Vĩnh Long, the provincial social security office linked the launch campaign with specific emulation and commendation movements, creating strong motivation throughout the system. Accordingly, each hamlet, residential cluster, and neighbourhood was encouraged to mobilise at least one new or returning voluntary SI participant on the launch day, while each commune and ward aimed to encourage at least one employer to newly participate in compulsory SI or register additional employees subject to mandatory participation.
Meanwhile, in Quảng Ninh, the provincial social security agency proactively assigned specific targets to each unit and participant development support organisations, while also launching a peak emulation campaign for developing voluntary SI and household HI participants linked to leadership accountability and implementation effectiveness at the grassroots level.
In Lâm Đồng, the provincial social security office assigned detailed participation targets to each local office, aiming to enroll 414 new voluntary SI participants and 522 new HI participants during the campaign. At the same time, each official and employee within the system was tasked with directly encouraging at least one person to join voluntary SI and two people to join household HI schemes.
Several provincial social security offices, including those in Hà Nội, Đồng Nai, Hồ Chí Minh City, and Phú Thọ, organised multiple consultation points, communication booths, and policy advisory activities directly at the grassroots level. Other provinces, such as An Giang, Lào Cai, and Nghệ An, conducted thousands of small-group communication sessions.
These proactive and innovative approaches, together with the immediate deployment of various community communication models from the first day of the campaign, demonstrated the strong determination of the entire VSS system to bring SI and HI policies closer to the public. The efforts not only generated widespread social impact and helped establish sustainable grassroots communication networks, but also contributed significantly to fulfilling the 2026 targets for expanding SI and HI participation, gradually turning these policies into a genuine “Lifelong Security and Support” for every citizen.
