Training and Addressing Challenges in Implementing Social Insurance and Unemployment Insurance Policies

On May 4, in Dong Nai city, VSS organized a training conference on the implementation of social insurance and unemployment insurance policies for nearly 250 delegates, including officials from social insurance agencies and post offices from 8 provinces and cities in the Southern region: Ho Chi Minh City, Dong Nai, Can Tho, An Giang, Ca Mau, Dong Thap, Vinh Long, Tay Ninh, and 132 local-level social security offices.

Speaking at the conference, Mr. Chu Manh Sinh, Deputy General Director of Vietnam Social Security, said: In 2025 and the first four months of 2026, the implementation of social insurance and unemployment insurance policies nationwide has been carried out smoothly nationwide, promoting administrative procedure reforms and ensuring the full and timely settlement and payment of benefits to beneficiaries. Compared to the same period last year, the number of people receiving lump-sum social insurance benefits nationwide decreased by 21.7% this year...

Despite the achievements, the implementation of SI and unemployment insurance policies still faces difficulties. Some policy-related issues remain unresolved and have yet to receive official guidance, such as: difficulties related to documents used as the basis for adjusting information and handling contribution and benefit entitlements for civil servants and public employees using other people's personal information for work and social insurance contributions, and the settlement of benefits after information has been adjusted; and maternity allowance under voluntary SI for female workers giving birth…

The leaders of Vietnam Social Security emphasized that the conference was an opportunity to provide delegates with all the necessary information to continue effectively implementing the 2024 Social Insurance Law, the 2025 Employment Law, and guiding documents; to implement regulations and procedures for resolving and paying social insurance and unemployment insurance benefits issued or amended by Vietnam Social Security; and to train and improve the quality of officials and employees in implementing social insurance and unemployment insurance policies, contributing to meeting the requirements of the tasks in the new situation.

Within the framework of the conference, experts and delegates focused on informing, exchanging, and discussing outstanding issues in the implementation of social insurance and unemployment insurance policies. Issues falling under the authority of VSS were addressed directly at the conferenc, while issues beyond its authoritywere compiled and reported to relevant agencies.
