Digital transformation in VSS’s system: A Foundation for Transparency, Publicity, and Citizen-Centered Services

Over the years, Vietnam Social Security (VSS) has been one of the leading office in applying information technology, promoting digital transformation, and gradually forming a digital ecosystem to serve people and businesses. Beyond administrative procedure reform, VSS's digital transformation efforts are gradually restructuring the operation of social security policies towards transparency, efficiency, and a people-centered approach – empowering citizens to proactively access information, monitor, and control their rights directly, transparently, and conveniently.

Transparency in the contribution and benefit process
One of the core objectives in the digital transformation of VSS is to establish a transparent mechanism throughout the contribution and benefit process
Previously, tracking (social insurance) SI and health insurance (HI) contributions based heavily on paper records and manual postings, leading to information delays and verification difficulties.
Currently, all participation and benefit data are digitized and continuously updated on the system. This database is also connected and authenticated with the national population database, ensuring the data source is accurate, complete, clean, and up to date.
The VSS system has verified over 100.2 million citizens' information in the database managed by VSS with the national population database.
From this platform, VSS has provided various methods for people to look up and monitor their participation and benefits, with the VssID application playing a central role.
Through this application, people can:
- Look up the contribution process of SI, HI, UI by month and by employer.
- Check information on benefits such as sickness, maternity, and retirement.
- Track the history of health insurance examination and treatment.
- Access online public services.
Accessing information becomes quick and intuitive, helping participants not only know but also clearly understand their rights.
From "passive reception" to "active monitoring"
Digital transformation goes beyond just making information transparent; it also changes the roles of participants throughout the entire policy implementation process. Through VSS's systems and digital platforms, citizens can independently calculate and predict their SI benefits, monitor their medical treatment process and healthcare costs covered by the HI fund, and receive timely notifications about arising benefits.
Previously, participants in SI and HI primarily relied on notifications from functional agencies or employers. Now, with the digital platform, each citizen has become a "data subject," capable of independently monitoring, checking, and protecting their legitimate rights.
This is particularly important for the early detection of errors such as delayed, evaded, or underpaid contributions by businesses. Upon detecting irregularities, employees can promptly report them to the social security offices or relevant functional agencies for resolution, avoiding any potential loss of benefits.
Moreover, all transactions and the process of resolving entitlements are updated and tracked on the system, thereby increasing the transparency and accountability of the implementing agency. This is a crucial foundation for building a modern social security system that operates transparently and is subject to Public oversight.
Forming a synchronized and comprehensive digital ecosystem.
The achievements in digital transformation of VSS in recent times are not isolated steps, but the increasingly clear formation of a comprehensive and synchronized digital ecosystem. This ecosystem includes: A large-scale centralized database, operational software systems, an online public service platform, and applications serving citizens such as VssID. All have been connected and operated on the same technology infrastructure, ensuring data is centrally managed, used uniformly, and ultilized effectively.
The synchronization of data not only enhances management and operational efficiency but also creates conditions to expand data connection and sharing with ministries, sectors, and localities, thereby improving the quality of public services and better serving people and businesses.
