New decision on restructuring administrative procedures in Health Insurance.

The Ministry of Health (MOH) has recently issued Decision No. 580/QD-BYT dated March 9, 2026, announcing the restructuring plan for newly issued administrative procedures in the field of Health Insurance (HI). Under this plan, certain document components in the application dossier are replaced by the utilization of information from national databases, as prescribed in Article 4 of the Government's Resolution No. 66.7/2025/NQ-CP dated November 15, 2025.

The Ministry of Health (MOH) has recently issued Decision No. 580/QD-BYT dated March 9, 2026, announcing the restructuring plan for newly issued administrative procedures in the field of Health Insurance (HI). Under this plan, certain document components in the application dossier are replaced by the utilization of information from national databases, as prescribed in Article 4 of the Government's Resolution No. 66.7/2025/NQ-CP dated November 15, 2025.

Approved along with this Decision is the restructuring plan for one administrative procedure in the field of HI, where dossier components are replaced by information retrieved from databases in accordance with Article 4 of the Government's Resolution No. 66.7/2025/NQ-CP, specifically as follows:

The list includes one data-driven restructured administrative procedure in HI (Code: 1.014140), titled: "Procedure for direct payment of medical examination and treatment costs between VSS and HI participants.

Administrative procedure restructuring plan: The procedure for direct payment of medical examination and treatment costs between VSS and HI participants is resolved at the Provincial/Local level. Subject of the procedure: HI participants. Handling authority: VSS

HI participants shall follow these steps:

Step 1: Citizens (patients or relatives) log into the National Public Service Portal (via VNeID) and select the direct payment procedure for medical costs (Code: 1.014140). (Dossier requirements comply with Clauses 2, 3, and 4, Article 55 of Decree No. 188/2025/ND-CP).

Step 2: The system directs/integrates with the Administrative Procedure Handling Information System. VSS connects to the National Insurance Database to retrieve HI card information and authenticates identity documents against the National Population Database.

Step 3: Receive and inspect the dossier; if supplements are required by regulations, a notification will be sent via the system.

Step 4: Appraise, process, and digitally sign the results on the system.

Step 5: Issue electronic results and update the completion status.

The Decision also stipulates that VSS (under the Ministry of Finance (MOF)) is the implementing agency responsible for: Reviewing and updating internal administrative procedure handling processes to ensure alignment with the approved restructuring plan; performing data integration, connection, and sharing with the HI Administrative Procedure Handling Information System as per this Decision; and reporting implementation results to the MOF and the MOH.

The Office of the MOH is responsible for: Leading and coordinating with the HI Department and relevant agencies to officially announce the handling process of the administrative procedure specified in this Decision upon the completion of its restructuring on the National Public Service Portal.

Leveraging information from the National Insurance Database and the National Population Database for administrative procedures aligns with the policy of data-driven administrative reform. This contributes to saving time and costs for citizens and minimizes the requirement to submit or attach copies of HI cards in electronic dossiers./.
