Saving money, avoiding waste, and improving the quality of service for citizens and businesses in SI and HI

Vietnam Social Security (VSS) has just issued Decision No. 150/QĐ-BHXH dated February 12, 2026, regarding the 2026 Program on thrift practice and waste prevention. With a view to emphasize the responsibility of leaders and strengthen discipline throughout the system, the Program aims to efficiently utilize resources, prevent losses and waste, and create tangible improvements in the quality of service for people and businesses.

Streamlining the organizational structure and improving the quality of the workforce.

One of the key tasks set forth by the Program is to continue reviewing and streamlining the organizational structure towards leanness, effectiveness, and efficiency; refining the functions, tasks, and powers of units to ensure compliance with legal regulations and practical realities. VSS  requires strict implementation of the downsizing policy for the 2024-2026 period, finalizing job positions in relation to assigned staff numbers and the tasks of each unit.

In addition, it is essential to further promote the role and responsibility of leaders; clearly assign people, tasks, and responsibilities, along with strengthening inspection and supervision, promptly rewarding and strictly handling violations that cause waste of human resources, finances, and assets.

The Program emphasizes the requirement to strictly enforce discipline in the management and use of finances and assets; managing revenue and expenditure in accordance with assigned estimates, ensuring strictness, thrift, and efficiency. In 2026, the entire system will implement a 10% savings on recurrent expenditure estimates as directed by the Government and the Prime Minister.

Regarding public assets, VSS will focus on reviewing, arranging, and handling houses, land, cars, and other assets to ensure compliance with standards and norms; completing the general inventory of public assets throughout the system; fully updating data into the national database on public assets, preventing losses and waste."

Expanding coverage, improving service quality.

The program also clearly states the need to ensure thrift and avoid wastefulness in the implementation of all political tasks and sets the following targets for 2026: Approximately 48.1% of the labor force within the working age will participate in social insurance (SI); about 37.07% will participate in unemployment insurance (UI); and the health insurance (HI) coverage rate will reach 95.5% of the population. Collection efforts will be strengthened, decisively reducing outstanding debts and delayed payments of SI, UI, HI.

Social security offices at all levels must resolve and disburse benefits in a timely, sufficient, and accurate manner in accordance with regulations; closely manage beneficiaries; and strengthen the prevention of fraud and profiteering from the SI, HI, UI funds. The work of assessing and controlling HI  examination and treatment costs will be improved, ensuring the proper use of the HI fund in accordance with regulations while still fully guaranteeing the rights of participants.

Notably, VSS will continue to promote the payment of pensions, SI allowances, and unemployment benefits through non-cash payment methods, striving to reach 86% of beneficiaries in urban areas receiving payments through this method.

Promoting administrative reform and digital transformation

Administrative reform is identified as an important solution to save time and costs for individuals and units in transactions with social security offices. In 2026, VSS will continue to review 25 administrative procedures, proposing to replace paper-based document with electronic data; promote interconnection of administrative procedures with relevant state offices, ensuring that people and businesses only declare once for one type of document.

The implementation of tasks according to Project 06 of the Government must be fully implemented on schedule; complete the national database on insurance according to the criteria of "accurate, sufficient, clean, live, unified, and shared"; continue to provide fully online public services, regardless of administrative boundaries, contributing to improving the satisfaction level of people and businesses, striving for a satisfaction index of 90% or higher.

According to Decision No. 150/QĐ-BHXH, within 30 days from the date the Program is promulgated, Directors of Social security offices in provinces and cities, and heads of affiliated units. are responsible for developing, promulgating, and publicizing the Program on thrift and combating wastefulness in 2026 of their units; making this content a key and cross-cutting task throughout the year, contributing to the effective use of all resources and ensuring sustainable social security in the new development stage.

VSS
