The promotion of data connectivity and sharing between the National Population Database and the National Insurance Database under the Government’s Project 06 has created a breakthrough in social insurance (SI) administrative procedures. Millions of records have been processed digitally, reducing paperwork, shortening waiting time, and enhancing transparency, accuracy, and convenience for employees, citizens, and businesses.

Digital data facilitates easier and more transparent access to social security and health insurance services.

VSS has verified over 100.2 million citizen records. Of these, approximately 91.2 million individuals are currently participating in and benefiting from SI, health insurance (HI), and unemployment insurance (UI) schemes, accounting for 99.63% of the total participants (excluding the armed forces and military relatives). This achievement demonstrates a high level of data coverage, establishing a vital foundation for unified, accurate, and secure management.

Based on standardized data, the implementation of HI-covered medical examinations using chip-based citizen ID cards has been deployed uniformly nationwide. Currently, 100% of HI healthcare facilities are equipped to retrieve insurance card information via personal identification numbers or chip-based IDs. To date, over 321 million successful information lookups have been recorded, directly serving citizens during medical visits by reducing paperwork, shortening waiting time, and improving service quality.

Concurrently, VSS has actively participated in deploying online public services under the framework of Government Resolution No. 175/NQ-CP. VSS has completed upgrading its tools to push social insurance book closing data to the National Data Center, supporting the pilot phase of public services on the National Public Service Portal. To date, 4,657,768 book closing records have been successfully transmitted, enabling employees to complete insurance procedures online with greater convenience and transparency.

The achievements in implementing Project 06 and Resolution No. 175/NQ-CP reaffirm the pivotal role of Vietnam Social Security (VSS) in the national digital transformation process. The effective connection, sharing, and utilization of social and health insurance data have enhanced the efficiency of state management in social welfare. At the same time, these efforts better protect citizens' rights, aiming to build a modern, transparent, and truly citizen-centric administration.

 Alongside data construction, administrative reform and the provision of online public services in the insurance sector have achieved significant positive results. Utilizing population and insurance databases has helped reduce paperwork and simplify processes, facilitating smoother procedures for citizens participating in or receiving benefits from SI and HI. This marks a crucial step in transitioning from "pre-inspection" to "post-inspection," and from manual management to digital-driven management.

Notably, the Ministry of Finance and VSS are implementing a plan to migrate VSS’s IT infrastructure to the National Data Center, following an approved roadmap. This move aims to ensure information security, enhance connectivity, and facilitate data sharing between ministries and agencies. Furthermore, it addresses the requirements for operating the insurance system in a large-scale, interconnected, and digital environment./.
