Ensuring Social Security Linked with Sustainable Growth in 2026

Resolution No. 01/ND-CP, recently promulgated by the Government, clearly demonstrates the determination to align economic growth with social security and the improvement of citizens' living standards. Focus is placed on sustainable poverty reduction, labor market development, universal health insurance (HI), and enhancing healthcare quality, ensuring that every citizen benefits from the national development.

Economic growth coupled with social progress and equity

According to the Resolution, the GDP growth target for 2026 is set to strive for 10% or higher. This is a challenging goal that requires the synchronized and drastic involvement of the entire political system, the business community and the people. The Government emphasizes the spirit of solidarity, innovation, boldness in thought and action, self-confidence, self-reliance, and strategic autonomy in developmental governance.

The operational theme for 2026 is defined as: 'Discipline and Responsibility; Proactivity and Efficiency; Innovation and Creativity; Acceleration and Breakthroughs; Sustainable Growth.' This serves as the guideline for direction and administration across all levels, sectors, and localities, aiming for rapid yet sustainable development with people at the center.

To realize the set objectives, the Resolution identifies 12 groups of key tasks and solutions, with a particular emphasis on the comprehensive and synchronous development of cultural and social fields, improving people's living standards, and ensuring social security. This is a vital pillar to ensure economic growth is coupled with social progress and justice, ensuring that no one is left behind.

Regarding policies for people with meritorious service, the Government requires the full, timely, open, and transparent implementation of preferential regimes. Key initiatives—including non-cash benefit payments, the development of a database for meritorious individuals, and the improvement of nursing and care services—are considered significant steps in modernizing social security management.

The Resolution also emphasizes the need to reform social policies towards a comprehensive, modern, inclusive, and sustainable approach. The application of social security identification numbers, the completion of databases, and the enhancement of social assistance payment efficiency will contribute to improving service quality for the public, particularly for vulnerable groups

Poverty reduction remains focused on multi-dimensional sustainability and the prevention of relapse. The Government mandates streamlined policies that link livelihood development with social credit programs. Additionally, enterprises and cooperatives are incentivized to partner in production and off-take agreements for products from poor and near-poor households.

Regarding labor and employment, the Resolution prioritizes the development of a modern, resilient, and effective labor market. Integrated job creation initiatives are targeting youth, marginalized groups, and female workers. At the same time, the Government aims to accelerate the shift from informal to formal employment while upskilling the national workforce.

The Government targets sending around 112,000 contract workers overseas in 2026, focusing on high-income markets. Additionally, managing foreign workers in Vietnam, preventing labor disputes, and ensuring workplace safety remain top priorities in an era of extensive global integration.

Advancing the roadmap to universal HI.

Focus on effectively implementing Resolution No. 72-NQ/TW of the Politburo, alongside resolutions from the National Assembly and the Government on the protection, care, and improvement of public health. Perfect healthcare mechanisms and policies through a people-centered approach, ensuring equitable access to services. Priority shall be given to providing free or subsidized medical examination and treatment costs for the poor, policy beneficiaries, and other vulnerable groups.

Enhance the capacity of primary healthcare and preventive medicine; strengthen forecasting, surveillance, early detection, and timely control of epidemics and public health events. Effectively implement the Expanded Program on Immunization for the 2021-2030 period and fulfill the 2026 vaccination plan. Proactively respond to natural disasters, calamities, and public health emergencies.

Strengthen the management of food safety, environmental health, school health, occupational diseases, and accident and injury prevention. Promote activities to improve public health and encourage behavioral changes toward healthy lifestyles. Integrate healthcare with environmental protection, social security, and sustainable development to address the challenges of population aging and climate change.

Enhance the quality of medical examination and treatment services across all levels, reduce hospital overcrowding, and increase public satisfaction. Expand telemedicine activities and implement digital technology starting from the primary care level. Develop electronic health management and electronic medical records, and ensure synchronous health data connectivity to provide continuous healthcare for the population.

Ensure the adequate supply of medicines, vaccines, and medical equipment; strengthen drug price management, licensing, and circulation renewals in a transparent and efficient manner. Develop the domestic pharmaceutical industry, medicinal materials, and medical device manufacturing. Encourage the research and application of traditional medicine in combination with modern medicine to diversify services and improve treatment quality.

Continue reforming the operational and financial mechanisms of public health service units; implement the roadmap for universal health insurance, ensuring that management costs are fully and accurately reflected in service prices. Perfect regulations on health workforce training and promulgate professional competency standards. Research and implement worthy remuneration policies and ensure the safety of healthcare workers in the line of duty.
