VSS: Promoting innovation in communication content and form on SI & HI policies in 2026.

Plan No. 68/KH-BHXH dated January 10, 2026, Vietnam Social Security (VSS) directs the enhancement of communication efforts to create unity and consensus in the awareness and actions of all levels, sectors, and people regarding the role of communication, consultation, and explanation of social insurance (SI) and health insurance (HI) policies, focus on continuing to comprehensively innovate the content, form, and methods of communication; promoting the application of digital technology, artificial intelligence, multi-platform communication, and modern interactive channels; ensuring thrift and anti-wastefulness, and improving the quality and effectiveness of policy information dissemination.

The content of the communication focuses on new guidelines, policies, and regulations on SI and HI; the direction, management, and results of implementing SI and HI policies; administrative procedure reform, scientific and technological development, innovation, digital transformation, and the implementation of Project 06; inspection, supervision, and handling of violations; and regulations and benefits regarding HI medical examination and treatment. Simultaneously, emphasis is placed on highlighting and replicating good models and effective practices, strengthening external relations, and expanding international cooperation in the field of SI and HI.

In the context of streamlining the apparatus and implementing a two-tier local government model, VSS requires that communication, consultation, and policy explanation to be organized in a streamlined, efficient, and multi-channel manner, attaching responsibility to the head of the unit; with digital communication as the main force, direct communication as the highlight, and grassroots broadcasting as the foundation for spreading policy information to the people.

Communication forms are flexibly implemented through direct dialogue, consultation, and explanation activities; communication on the media of the VSS’s system; information on mass media and grassroots radio; development and distribution of policy communication products; organization of training, inspection, and professional guidance; surveying and assessing the satisfaction level of the people; and paying attention to supporting and reaching out to vulnerable groups.

VSS also requires promoting communication, support, consultation, and policy answers at the one-stop-shop for receiving applications and returning administrative procedure results. This will be done through the hotline 19009068, phone number 024.378.99999, email address lienhe@vss.gov.vn, hotline systems of provincial social security offices, the Government e-Portal, and the Ministry of Finance e-Portal, alongside holding communication campaigns by theme, topic, and event; mobile communication activities; and specialized exhibitions on SI and HI policies that are appropriate to the actual conditions and specific characteristics of each locality, ensuring flexibility, creativity, practicality, thrift, and effectiveness.

Information, consultation messages, support, and warnings will continue to be sent to employers and participants/beneficiaries of SI and HI through the VssID application, e-Portal, social media platforms of the VSS system, and personal emails, contributing to improving the effectiveness of access and interaction with the people.

To create synergy in the implementation of communication activities, VSS requires the Directors of provincial and municipal Social Security offices to actively advise Party committees, authorities, and Steering Committees for the implementation of SI and HI policies at all levels to strengthen leadership and direction. simultaneously coordinate closely with state offices, socio-political organizations, and press agencies to ensure that communication is appropriate for each target group and the specific conditions of the locality.

The plan emphasizes the responsibility of leaders in organizing the implementation of communication, consultation, and policy dissemination. Heads of Social Security offices at all levels must directly direct, monitor, and inspect the implementation results to ensure unity, timeliness, and effectiveness in direction and management.

Provincial and municipal Social Security offices must continue to innovate the content, form, and methods of communication in a practical, people-oriented manner, in line with the digital transformation context. It is also important to strengthen multi-platform communication, communication by specific target groups, and promote the role of grassroots collaborators in spreading SI & HI policies.

In addition, the application of information technology, artificial intelligence, and digital platforms is being enhanced to improve the effectiveness of consulting and answering questions, standardizing a national unified question-and-answer database on policies, improving the quality of online support systems to ensure quick, accurate, and easy-to-understand responses, thereby creating satisfaction and trust among participants.

VSS also focuses on improving the ability of staff involved in communicatiion, consultation, and policy answering in a professional and modern direction. There is also an increased emphasis on training in multi-platform communication skills and consultation skills tailored to each target group. Strengthening and expanding the network of collaborators at the grassroots level make it easier for people to enjoy SI and HI policies.
