VSS Seminar on the Modernization of Social Insurance Payment Services

In November 2025, Vietnam Social Security (VSS) held a seminar on “Criteria, Conditions for Selection, Expenditure Level, and Service Contract for Authorized Benefits Payment”. This is an important event in the ongoing efforts to reform SI and UI payment services with the aim of improving service quality for participants. Mr. Dao Viet Anh, Deputy Director of VSS, chaired the Seminar.
Overview of the Seminar
Attending the Seminar were representatives from the Ministry of Finance, VSS departments and local social security offices, and coordinating payment agencies including Vietnam Post Corporation, Viettel, and PVI.
VSS is currently making payments to approximately 3.5 million monthly beneficiaries, over 900,000 unemployment allowance beneficiaries, and millions of short-term beneficiaries Although payment work has been carried out fully and promptly, challenges still persist such as delays in data updates, late reports of reduction and limited information connectivity in the context that non-cash payments become increasingly popular.
Decree no. 233/2025/ND-CP has established a legal framework for VSS to stipulate the selection criteria and sign authorized benefits payment contracts that ensure transparency, openness, and competitiveness. This provides a foundation to modernize the VSS payment services.Deputy Director Dao Viet Anh affirmed that the authorization to service organizations must aim to improve service quality, expand safe and convenient payment channels, and enhance risk control within the context of a two-tier government administration.
To implement the new regulations, VSS has drafted a set of criteria for selecting SI and UI payment service providers, focusing on capacities of technology, verification, beneficiary management, and service network coverage. Participants discussed prioritizing the selection of payment service providers with extensive networks reaching villages and communes, especially in remote and deep-lying areas. The selected providers are also required to coordinate closely with local authorities and possess strong technological capabilities to verify changes in beneficiary status quickly and accurately.
In the implementation, it is important to intensify verification for beneficiaries who change residence, go abroad, or change civil status to ensure people's rights and the safety of the SI fund.
Relevant departments need to promptly finalize the guidelines, introduce the processes and organize training for synchronous deployment.
VSS leaders require the new process to create substantive improvements in public services and contribute to the modernization of the VSS system./.
