Enhancing Communication and Policy Dialogue on Social and Health Insurance with Businesses and Employees

In early November 2025, Vietnam Social Security (VSS), in collaboration with the Vietnam Chamber of Commerce and Industry (VCCI), held conferences in Can Tho City and Ho Chi Minh City to provide information and facilitate dialogue on social insurance (SI) and health insurance (HI) policies and regulations for businesses and employees.
Overview of Conference
The VCCI representative emphasized that the conferences was organized to help the business community and employees stay updated on new SI and HI policies, strengthen compliance and ensure their rights and responsibilities. The dialogue also served as platforms for stakeholders to exchange information, address challenges, and work toward fostering harmonious, stable, and progressive labor relations.
The Ministry of Home Affairs representative presented the key updates in Social Insurance Law No. 41/2024/QH15, which took effect on July 1, 2025. The Law clarifies the expansion of coverage, increases flexibility of the benefits, and enhances employees’ rights under both mandatory and voluntary SI schemes.
Delegates also received information on the amended 2024 Law on Health Insurance, which introduces several important changes, including expanding benefit coverage, improving quality of medical examination and treatment services, streamlining administrative procedures. These aim to provide greater convenience for participants and healthcare facilities and ensure the sustainability of the HI fund.
Regarding the amended Law on Employment, effective January 1, 2026, speakers highlighted new provisions in unemployment insurance policies. These include expanding eligibility, more flexible contribution rates, additional benefits for both employees and employers, and updated regulations on administrative procedures, management, connectivity and sharing the data.
A notable part of the program featured representatives from the Ho Chi Minh City and Can Tho Social Security Offices, who introduced and provided guidance on VSS’s digital platforms, especially the VssID and the VSS Public Service Portal. The direct dialogue session was lively, with numerous questions from businesses and employees on procedures for SI contributions, maternity and sickness benefits, continuity of participation, processes for receiving unemployment benefits, methods of voluntary SI participation after leaving employment, as well as regulations on mandatory SI for foreign workers and Vietnamese citizens working abroad.
