VSS: Enhanced Efficiency to Better Ensure Participants and Beneficiaries’ Rights

Vietnam Social Security (VSS) has continuously innovated its mindset, organizational methods, and service approaches. It has strived to overcome numerous difficulties and challenges, progressively consolidated its apparatus toward a streamlined, effective, efficient, and modern system, with people's satisfaction serving as the key metric for its operation.

Since its establishment in 1995, VSS has continuously refined and streamlined its organizational structure to meet the system's development requirements throughout various phases. Notably, in implementing the policy and guidelines of the Party, the State, the National Assembly, and the Government on reorganizing the political system's apparatus, VSS officially became a specialized unit under the Ministry of Finance on March 1, 2025.
VSS has implemented reorganization and streamlining, with the number of central units reduced from 1,464 to 747 units, representing a 49% reduction (717 units), significantly exceeding the targets assigned by the Central Steering Committee. These results demonstrate the effectiveness of the new organizational model, ensuring a streamlined and cost-saving structure while enhancing the effectiveness and efficiency of each unit.
As of October 2025, HI reached nearly 95 million participants. SI reached over 20.4 million people and UI reached over 16.3 million people
in the first 10 months of 2025, VSS settled benefits for over 161.5 thousand new cases receiving monthly SI benefits. Furthermore, over 7.4 million turns of people received sickness, maternity, and convalescence benefits. Local HI medical examination and treatment (MET) facilities received 161.6 million turns of HI MET.
VSS is one of the leading agencies in implementing the Government's Project 06, promoting IT application and administrative procedure simplification. By the end of October 2025, VSS system has authenticated over 100.2 million citizen information, with 99.51% of the total current participants matched with the National Database on Population. 100% of HI MET facilities have implemented HI MET using chip-based citizen ID cards, resulting in over 296.4 million successful lookups.
In the coming time, VSS continues to adhere closely to the direction of the Party, the State, the National Assembly, the Government, and the direction of the Ministry of Finance. It will further enhance the efficiency of the reorganized apparatus, aligning with the two-tier local government model. VSS will also closely coordinate with relevant agencies and units, mobilizes the participation of local authorities in implementing tasks, and improving service quality for SI and HI participants and beneficiaries./.
