Promoting digital transformation and applying science and technology to better serve citizens and businesses

Vietnam Social Security (VSS) has recently issued Decision No. 3023/QD-BHXH on the Implementation Plan for breakthroughs in scientific and technological development, innovation, digital transformation, and the deployment of Project 06.

Decision No. 3023/QD-BHXH serves as a strategic framework to promote breakthroughs in science and technology, innovation and digital transformation

VSS has required its subordinate units and provincial social security offices to focus on implementing seven key groups of tasks and solutions.

Firstly, strengthening communication, raising awareness; promoting commendation and rewards, and strengthen leadership and direction in scientific and technological developments, innovation, and digital transformation.

Secondly, promoting scientific research activities, encouraging innovation, proposing process improvements, and enhancing work efficiency across the entire system; researching and applying new technologies such as biometrics, artificial intelligence, cloud computing, and big data in management, operational activities, and online public service delivery.

Thirdly, restructuring processes, reusing digital data and integrated information on the VNeID electronic identification account to minimize and simplify administrative procedures. The goal is to help citizens and businesses avoid re-presenting, submitting, or declaring already digitized information and documents.

Fourthly, upgrading and completing the connection between the VSS Information System and the Administrative Procedure Resolution Information System of the Ministry of Finance, the National Public Service Portal; upgrading and expanding software to support the implementation of the Law on Social Insurance (SI), the Law on Health Insurance (HI), Law on Employment and related Government decrees; promoting digitization of records and administrative procedure results; integrating and providing 100% of online public services of VSS on the National Public Service Portal, gradually on the VNeID application; piloting the transition of business software architecture on cloud computing platforms.

Fifthly, synchronizing information within the National Insurance Database in accordance with Decree No. 70/2024/ND-CP dated April 25, 2024, detailing some articles of the Law on Citizen Identification; completing the deployment and operation of the National Insurance database and specialized databases assigned by Resolution No. 71 of the Government; synchronizing data with the national data center to build a comprehensive national database supporting the national digital transformation; coordinating the deployment of electronic health records, referral forms, and re-examination appointment slips integrated into the VNeID application;...

Sixthly, upgrading and completing the information technology infrastructure to meet the requirements of the Ministry of Science and Technology; ensuring resources for relocating the VSS data center infrastructure to the National Data Center.

Seventhly, implementing training programs on digital skills, IT applications, data management, information security, and applying new technologies within the VSS system according to the Ministry of Finance’s roadmap and plan.
