VSS: Committed to serving the people under the two-tier local government model

Beginning today, July 1st, 2025, the regulations on the two-tier local government model in the fields of Social Insurance (SI) and Health Insurance (HI) officially take effect. VSS is ready for deployment of these regulations, ensuring smooth and uninterrupted service delivery and the rights and benefits of participants and beneficiaries.

VSS has issued guiding documents to local social security offices, outlining the implementation of tasks under the new model.
Specific responsibilities have been assigned to each unit, with a strong emphasis on processing administrative procedures (APs) regardless of administrative boundaries, thereby maximizing convenience for citizens and promptly addressing any practical challenges or issues that may arise.
Efforts have also been stepped up to inform the public, workers, and employers about contact details, office addresses, and telephone numbers of local social security offices, enabling easy access and communication to complete administrative procedures and access public services.
At present, VSS has provided 70 end-to-end online public services, fully integrated into the National Public Service Portal. These services meet the needs of both citizens and businesses to submit applications electronically, saving time and costs.
In line with the new two-tier local government model, VSS has restructured its operational procedures, integrated with the national population database and other ministerial databases, and eliminated the requirement for documents already available in these systems such as population data, ID cards, SI, vehicle registration, driver's licenses, etc.
VSS has further promoted the handling of administrative procedures regardless of administrative boundaries. Many procedures can be submitted at any convenient social security office. The transition to the new structure—with only provincial and grassroots-level offices and the removal of district-level SI offices—has not disrupted the processing of benefits or the rights of participants and beneficiaries.
Le Hung Son, Director of VSS, emphasized that VSS has been urgently and seriously implementing its assigned tasks, mobilizing all necessary resources to ensure effective operation under the two-tier local government model.
He affirmed that VSS consistently upheld the guiding principle of “placing citizens and businesses at the center of service delivery”, ensuring that the transition did not affect the rights and benefits of social and health insurance participants and beneficiaries.
