VSS: Outstanding Results in the first quarter of 2025

With the viewpoint on “People and businesses are at the center as the primary subject to be served”, in the context of streamlining efforts and operation under the new organizational structure, VSS continued to achieve positive results in the first quarter of 2025, ensuring the rights and benefits of participants and beneficiaries.
Specifically, the number of social insurance (SI), health insurance (HI), and unemployment insurance (UI) participants all increased compared to the same period in 2024. As of the end of March 2025, the estimated number of SI participants nationwide reached 18.821 million, an increase of 1.496 million people (equivalent to 8.63%) compared to the same period in 2024. Of these, compulsory SI participants totaled 17.072 million (up 7.53%), number of voluntary SI participants is 1.749 million (up 20.74%). The number of UI participants was estimated at 15.357 million, an increase of 1.192 million (equivalent to 8.42%) compared to the same period in 2024. Number of HI participant increased by 2.004 million (equivalent to 2.22%) compared to the same period of 2024.

Timely benefits payment and resolution of SI and UI benefits were ensured: In the first three months of 2025, VSS paid monthly benefits for 19,638 new beneficiaries, an increase of 28.12% compared to the same period of 2024. The number of turns receiving sickness, maternity, convalescence, and health rehabilitation benefits reached an estimated 2,463,004, an increase of 2% compared to the period of 2024.
The number turn of HI medical examination and treatment increased: It is estimated that in the first quarter of 2025, around 47.14 million HI-covered medical examination and treatment visits nationwide marking a 9.62% increase compared to the same period in 2024.
These positive results were recognized in the context that VSS implements Resolution No. 18-NQ/TW on continuing to restructure and streamline the political system to operate with effectiveness and efficiency. Accordingly, from March 1, 2025, VSS is a specific unit under the Ministry of Finance. VSS’organizational structure has been restructured into a three-tier vertical system, comprising VSS as the central agency, 35 regional VSS offices, and 350 inter-district VSS offices.
VSS has proactively implemented the organization restructure while concentrating all resources on ensuring the full and timely pension and SI, HI, and UI benefits payment to participants and beneficiaries. Ten regional social security offices began operations on April 1, 2025, and the remaining 25 are expected to operate under the new structure starting June 1, 2025 after completion of preparatory work.
The remarkable achievements in the first quarter of 2025 highlight the strong effort, responsibility, and determination of the entire industry in fulfilling its assigned political tasks while ensuring social security benefits for the public, even during a period of significant reorganization. VSS is committed to closely monitoring the situation, promptly addressing any issues, and ensuring that the new organizational structure operates efficiently and effectively—with the top priority being to ensure the rights of SI, HI, and UI policies participants and beneficiaries. VSS system affirms that the restructure process will not disrupt or negatively affect the rights and benefits of policy participants and beneficiaries.
