Vietnam Social Security guides usage of health insurance card prototype

On March 26th Vietnam Social Security (VSS) issues official dispatch No 168/BHXH-QLT on providing guidance to Regional Social Security offices and Social Security offices of provinces and municipalities regarding the use of health insurance card templates.
Accordingly, based on Decree No. 29/2025/ND-CP’s article 4 of the Government dated on February 24, 2025 which stipulates the functions, duties, powers, and organizational structure of the Ministry of Finance:
“The Minister of Finance is responsible for organizing and arranging the operation of the Tax Department, Customs Department, State Reserves Department, Statistics Department, State Treasury, State Securities Commission of Vietnam, and VSS under the new model within a maximum period of three months from the effective date of this Decree.

Additionally, Clause 2, Article 5 of Decision No. 391/QĐ-BTC, dated February 26, 2025, of the Ministry of Finance (effective from March 1, 2025), stipulates the functions, duties, powers, and organizational structure of Vietnam Social Security under the Ministry of Finance: "The Director of Vietnam Social Security is responsible for organizing and arranging the operations of affiliated and subordinate units according to the new model within a maximum period of three months from the effective date of this Decision."
To ensure the rights of health insurance participants, during the units’ organization and arrangement period and to promote cost-saving and waste reduction, regional Social Security offices and provincial/city Social Security offices continue using the current health insurance card templates until May 31, 2025.
From June 1, 2025, in case re-issuance is requested or health insurance cards are replaced, Social Security officers are required to directly guide participants on installing the Digital Social Security (VssID) application, the electronic identification application (VNeID), and instruct them on how to use the digital health insurance card images on VssID and VNeID. Additionally, citizens can use chip-based ID cards (ID cards) for medical examination and treatment instead of paper health insurance cards. New paper health insurance cards will only be issued to individuals who cannot install VssID or VNeID and do not possess a chip-based ID card.
Region and province/city Social Security offices are responsible for implementing these guidelines. Any difficulties encountered during the implementation, regional and provincial/city Social Security offices report to Vietnam Social Security for consideration and resolution.
