Attending the conference were representatives of the Social Insurance Department (Ministry of Labor, Invalids and Social Affairs); Leaders of a number of units under VSS; representatives of the Social Insurance Offices of the Ministry of National Defense, the Social Insurance of the People's Public Security and the Social Insurance of 31 northern provinces and cities.

In his opening speech at the conference, Deputy General Director of VSS Le Hung Son said: The Social Insurance Law (amended) was passed by the National Assembly from July 1, 2024, creating a legal basis to improve the effectiveness of implementing social insurance regimes and policies. In order to effectively implement the Law on Social Insurance, the Ministry of Labor, War Invalids and Social Affairs coordinates with the Vietnam Social Security and relevant agencies to research and develop draft documents detailing the implementation of the Law to serve as a basis for smooth and effective implementation.

Basing on the practical implementation, Deputy General Director Le Hung Son requested the delegates attending the conference to actively participate in discussions and contribute ideas so that the Social Insurance Department and Vietnam Social Security can research, synthesize and complete legal documents to submit to competent authorities for early promulgation.

"The full participation, responsibility and enthusiasm of delegates representing the Social Security Offices of provinces and cities is expected to contribute many important opinions to the drafting agencies to continue researching and developing draft documents detailing the implementation of the Law to serve as a basis for smooth and effective implementation" - Deputy General Director Le Hung Son emphasized.

At the Conference, Mr. Pham Truong Giang - Director of the Social Insurance Department (Ministry of Labor, Invalids and Social Affairs) informed about the outstanding results in the development of social insurance participants in recent times. Accordingly, since the Resolution No. 28-NQ/TW of the 13th Central Executive Committee on reforming social insurance policies, the number of social insurance participants nationwide has increased sharply. In 2017, the number of social insurance participants was only about 24% of the working-age workforce, and by the end of 2024, it is expected to reach over 42%, exceeding the threshold of 20 million participants.

However, Mr. Giang also noted that the goals targeted in the coming period are very large, posing many challenges to the organization and implementation of social insurance policies. “By 2025, we must have 45% of the workforce participating in social insurance, by 2030 we must reach 60% - corresponding to an increase of about 10 million new social insurance participants in the next 5 years; at the same time, maintaining the number of 20 million people participating. The task in the coming period is much more difficult. The groups that are easy to mobilize have been implemented first; the remaining will be the most difficult and complicated groups” - Mr. Giang analyzed. At the same time, Mr. Giang emphasized the significance of giving opinions and developing detailed regulations for the implementation of the Social Insurance Law 2024. Because this is an important premise to concretize new viewpoints and ideas in the Social Insurance Law 2024, remove difficulties arising from practices, opening up new opportunities, new premises to continue to strongly develop the number of social insurance participants. Therefore, in the past 2 months, the Ministry of Labor, Invalids and Social Affairs has coordinated with the Vietnam Social Security (VSS) to organize dialogue conferences in 21 provinces and cities, directly reaching about 6,300 peoples; thereby both disseminating new points of the law and initially recording opinions to draft documents guiding the implementation of the law.

At the conference, the representative of the Social Insurance Department also clearly stated the process of developing and briefly presented 3 draft decrees and circulars on detailing and guiding the implementation of a number of articles of the Social Insurance Law on compulsory social insurance and voluntary social insurance. Specifically, including: Draft Decree on detailing and guiding the implementation of a number of articles of the Social Insurance Law on compulsory social insurance; Draft Decree on detailing and guiding the implementation of a number of articles of the Social Insurance Law on voluntary social insurance; Draft Circular of the Minister of Labor, War Invalids and Social Affairs on detailing and guiding the implementation of a number of articles of the Social Insurance Law on compulsory social insurance.

On that basis, the delegates focused on discussing a number of new contents that will be specified in detail in documents developed by the Ministry of Labor, War Invalids and Social Affairs. In particular, a number of issues received much attention and discussion. Among them, it is possible to mention the option of regulating compulsory social insurance participation for business owners. Or, regarding the salary as the basis for compulsory social insurance contributions, the Drafting Committee also asked for opinions on difficulties and problems that may arise, especially for new subjects eligible to participate under the provisions of the Social Insurance Law 2024.

Overview of the conference

The conference recorded the contributive opinions of the delegates, aiming at the legitimate and legal rights and interests of the peoples and employees related to groups of issues such as: Regulations on compulsory social insurance participation for business owners; Regulations on salary as the basis for compulsory social insurance contributions; Settling one-time social insurance policies for employees; Social pension levels; supplementing regulations on management of collection and payment of compulsory social insurance and voluntary social insurance to handle the situation of social insurance evasion; Regulations on settlement of death benefits for employees who are foreign citizens participating in social insurance in Vietnam; Policies for employees who are not eligible for pensions and are not old enough to receive social pension benefits; Retirement and death benefits for employees in cases where employers are no longer able to pay; One-time social insurance payment for the remaining time to receive pension for cases of voluntary social insurance participation... Thereby contributing to the increasingly complete and highly effective implementation of the Social Insurance Law.

According to the plan, the Conference on Contributing Opinions on Draft Documents detailing the implementation of the Social Insurance Law 2024 will continue to be held in the Southern region in the coming time./.
