Key Contents and Tasks

According to the plan, proffesional units are assigned to chair, coordinate, and outline the implementation timelines for the contents and tasks, as follows:

 (1) Review regulatory documents of the Vietnam Social Security industry related to the implementation of the Law on E-Transactions within its jurisdiction and propose appropriate amendments and supplements.

(2) Coordinate the review of related legal documents to ensure compliance with the provisions of the Law on E-Transactions, its detailed guiding documents, and specialized legal regulations on e-transactions in social, health and unemployment insurance, serving as a basis for recommending that competent authorities promptly amend, supplement, replace, repeal, or issue new regulations.

(3) Promote the application of information technology, comprehensively implement the digital transformation of Vietnam social security industry, and carry out digital transformation tasks and solutions according to the roadmap outlined under Decision No. 06/QĐ-TTg dated January 6, 2022, by the Prime Minister, which approved the Project “Developing the Application of Population Data, Identification, and Electronic Authentication to Serve National Digital Transformation for the 2022–2025 Period with a Vision to 2030," in alignment with administrative procedure reforms.

(4) Coordinate with central and local media agencies to enhance the dissemination and popularization of the Law on E-Transactions to officials and public servants throughout the Vietnam Social Security industry.

According to the requirements of the plan, the heads of the units under Vietnam Social Security and the provincial and municipal Social security offices are assigned to actively and proactively implementing the plan on schedule, ensure consistency, synchronization, practicality, and effectiveness. They must adhere to the principles of clear responsibility, task, and implementation processes, while enhancing discipline, administrative order, public service ethics, and the code of conduct for civil servants and public employees.

Under the plan, (i) Vietnam Social Security Administration Office will assist the General Director to monitor and urge the units and Social Security offices in provinces and cities to implement the plan, and will compile and report the results of the plan’s implementation. (ii) The heads of units under Vietnam Social Security and the directors of provincial and municipal Social Security offices, based on their assigned functions and tasks, implement the plan, and ensure to get result with high quality./.
