The working delegation of Vietnam Social Security works with Thua Thien Hue Social Security office on PM’s Project 06 implementation

In the morning of August 21, in Thua Thien Hue, the working delegation of Vietnam Social Security (VSS), led by Chu Manh Sinh, VSS’ Deputy General Director, conducted an inspection and supervision on the implementation of digital transformation tasks and Project 06 at the Thua Thien Hue Provincial Social Security Office and the Phu Loc District Social Security Office.

Attending the working session were representatives of the leaders of several units under Vietnam Social Security, the leaders of Thua Thien Hue Provincial Social Security Office, and the leaders of various professional sectors.
Simultaneously, during the implementation process, the provincial social security office has ensured a coordinated and unified collaboration with the provincial departments and industries in carrying out the tasks of Project 06, ensuring the completion of the assigned tasks and targets. The results are reflected through specific indicators such as: updating and verifying information of social, health and unemployment insurance participants with the national database for 1,134,424 out of 1,147,284 participants, achieving a rate of 98.88%. Currently, all 187 health insurance-covered medical facilities in the province have been conducting health insurance card information searches using citizen identification cards, with 737,137 searches performed, of which 663,021 were successful, supporting health insurance medical examination and treatment using chip-based citizen identification cards. The number of social, health and unemployment insurance participants who have installed the VssID application is 401,894, reaching 34.78%.
The provincial social security office has implemented all four public services on the National Public Service Portal: “Interlinked registration of birth certificates, permanent residence registration, and issuance of health insurance cards for children under 6 years old”, “Interlinked death registration, deletion of permanent residence registration, and funeral allowance,” “Integration of deduction in the renewal of household-based health insurance cards,” and “Settlement of unemployment benefits.”
Three online public services related to the social insurance sector are fully implemented as stipulated under Decision No. 422/QD-TTg dated April 4, 2022. Measures are synchronously carried out to promote non-cash payments for insurance benefits, resulting in 18,400 beneficiaries receiving payments through personal bank accounts, accounting for 54.8%. In urban areas, 16,184 people receive payments this way, reaching a rate of 57.3% of total beneficiaries (which exceeds the target set by Vietnam Social Security for 2024 by 0.3%).
Members of the Vietnam Social Security working delegation highly appreciated the efforts in implementing Project 06 at the Thua Thien Hue Social Security Office and its affiliated units. The results of verifying residential data were assessed to have a higher rate than the national average, with over 12,000 cases have been verified, mainly involving social protection beneficiaries and residents in coastal communes. The working delegation also analyzed the difficulties faced and recommended that the provincial social security office continue to coordinate with relevant units to complete the verification process.
In addition to continuing to promote the use of bank accounts for social insurance benefit recipients, it is necessary to coordinate with the police and local authorities (communes, wards, and towns) to manage beneficiaries more effectively Vietnam Social Security’s directive regarding network information security are implemented strictly to ensure account issuance according to the industry's requirements and regulations, and assign permissions according to assigned functions and responsibilities. It is necessary for each individual or organization to have only one account; closely monitor the issuance of new accounts, account renewals, account suspensions, and track the status of account activities.
In his directive speech at the working session, Chu Manh Sinh, VSS’ Deputy Director General, praised the Thua Thien Hue Social Security Office in general and the staff directly involved in Project 06 in particular for their considerable efforts and diligence in carrying out their duties. The Thua Thien Hue Social Security Office has closely followed the directives of Vietnam Social Security and the Provincial People's Committee, and has also promptly provided advice on implementing relevant documents at the local level.
VSS Deputy General Director emphasized that Hue is frequently chosen to pilot new projects, such as the implementation of the Electronic health book. However, the unit has always demonstrated a proactive spirit in collaboration, which is highly commendable.
According to Deputy General Director Chu Manh Sinh, in addition to focusing on achieving targets for voluntary social insurance and reducing arrears, the Thua Thien Hue Social Security Office should continue to meet the targets set by Project 06. The office needs to keep cleaning the data and verifying information of social, health and unemployment insurance participants with the national population database, and regularly report to Vietnam Social Security through the Information Technology Center to promptly address issues during implementation, with 100% goal.
Hue Social Security Office’s public service has been implemented quite well. The provincial social security office needs to coordinate closely with the police and leverage the guidance of the provincial People's Committee to promote the use of bank accounts for receiving social insurance benefits.
