VSS holds working session with S Korea’s National Pension Services

On August 30, the Vietnam Social Security (VSS) held working session with the National Pension Services of the Republic of Korea (RoK) to discuss the implementation agreement related to the Vietnam-South Korea Social Security Agreement.

Attending the event, on behalf of the VSS, were leaders of departments under the VSS and members of the Working Group for the implementation of the Agreement. Representing the RoK’s National Pension Services (NPS) was Director of the International Cooperation Center’s Agreement Planning Department Cho Yongkyu and members of the delegation.

In his opening remarks, VSS Deputy Director General Dao Viet Anh expressed his sincere gratitude to the NPS for the meeting with the VSS and expressed his expectation that the two sides would work together to discuss the implementation and challenges in implementing the Implementation Agreement related to the signed social security subjects, share the NPS’ experiences in information exchange in cases where social security beneficiaries under the Vietnam-South Korea Social Security Agreement are residing in the respective country to propose inclusion in the Implementation Agreement related to social insurance benefits; discuss the content of the draft Implementation Agreement related to social insurance benefits and related forms.

Deputy Director General Dao Viet Anh said, unlike RoK which has signed many agreements in the field of social security, the agreement between Vietnam and RoK in the field of social security is the first time that the VSS has been assigned to implement with the Korean partner.

“Therefore, I expect that the two sides will actively exchange, share information, overcome difficulties, and finalise the draft Implementation Agreement related to social security benefits as prescribed in the Agreement, ensuring the benefits of both Korean workers in Vietnam and Vietnamese workers in South Korea and in accordance with the legal framework between the two countries,” said VSS Deputy Director General Dao Viet Anh.

Expressing appreciation for the VSS’s warm welcome to the delegation and delight with the interest of the VSS leadership in the draft Implementation Agreement on social security between Vietnam and RoK, Director of the NPS’ Agreement Planning Department highly spoke of the cooperation between the VSS and NPS over the past time. At the same time, he expressed his willingness to answer questions and share experiences in implementing other social security agreements that RoK has signed.

“We are ready, to the best of our knowledge, to share specific content that the VSS is still concerned about, and to agree on remaining differences to facilitate the signing of the coming Implementation Agreement,” said Cho Yongkyu.

At the working session, in addition to the main contents proposed for discussion, members of the VSS’s Working Group for the Implementation of the Agreement also discussed with the NPS delegation on certain contents such as: medical examination for labourers, benefit payment methods, beneficiary management, and forms’ contents.

The NPS delegation also shared experiences in resolving social security benefits for foreign labourers working in RoK and Korean labourers working abroad, and contents on the application of information technology, digital transformation in the social security field in South Korea to best manage and serve beneficiaries, among others. 

At the working session, the two sides also exchanged and agreed on the cooperation plan between the VSS and the NPS in the coming period. Concurrently, the two sides jointly talked about the planned visit of the VSS representatives to South Korea to sign the Implementation Agreement in the coming time.
