Vietnam Social Security’s response to Law Day more practical and effective

The Vietnam Law Day, which falls on November 9, affirms the position of the rule of law in society. This day has been specified in the Law on Law Dissemination and Education since 2012. On this occasion, the Vietnam Social Security (VSS)’s portal spoke to VSS deputy general director Chu Manh Sinh, who is also chairman of the sector’s Coordinating Council for Law Dissemination and Education about how the VSS has responded to the day.

How has the VSS responded to the Vietnam Law Day over the past time, especially in 2024 when it has been observed for the 12th time?

The Vietnam Law Day aims to honor the Constitution and laws, educate people about the respect for the Constitution and laws, thereby contributing to building a legal culture in the whole society: "Living and working according to the Constitution and laws".

The Law Day has a profound educational significance in upholding the value of laws in a rule of law state, promoting the rights as well as responsibilities and obligations of citizens in general and cadres, civil servants and public employees in particular in studying, understanding the laws and voluntarily complying with the laws.

It helps raise public awareness and belief in the laws, gradually build and consolidate legal cultural values ​​in social life.

Implementing the Law on Law Dissemination and Education, since 2013, the sector has responded to the day annually with relevant themes, several practical highlights, associated with carrying out the sector's key tasks.

The VSS has issued guidance documents, stepped up dissemination on social insurance, health insurance, unemployment insurance policies and laws and replicated pilot models of law dissemination.

In response to Law Day in 2024, the sector released Document No 3515/BHXH-PC, which guides local social insurance offices and units.

Five slogans have been identified.

First and foremost, every VSS civil servant and public employee has an obligation to actively learn and set an example of adherence to the Constitution and laws.

Second, encouraging policy communication helps to build consensus and increases law enforcement's effectiveness.

Third, reducing the cost of legal compliance, digital transformation, and administrative reform all actively help to free up resources and support individuals and businesses.

Fourth, understanding and complying with the laws is to protect yourself and the community, for a democratic, fair and civilised society.

Fifth, increasing the effectiveness of law enforcement and expanding access to the law for individuals and companies.

The VSS sector has decided that the Law Day-related activities need to be planned consistently and regularly all year long.

We will organise a peak period of dissemination on social insurance, health insurance, and unemployment insurance policies and laws; while promoting legal dissemination on mass media, portals, and social networks. Specifically, the sector has concentrated on the thorough dissemination of new laws and documents passed in 2023 and 2024 during the peak period from November 1 to November 9, 2024.

Through legal knowledge contests, seminars, policy and legal discussions, and young volunteer initiatives, we have also raised awareness on the laws. In order to enable civil servants, public employees obtain better insurance information, law distribution has been incorporated into their professional operations and emulation movements.

As chairman of the VSS’s Coordinating Council for Law Dissemination and Education, could you provide more details on the noteworthy outcomes of the legal education and dissemination in the sector recently?

Legal education and dissemination play an important role in raising public legal awareness and serves as an important foundation for law enforcement.

Following Conclusion No 80-KL/TW, the VSS has recently taken this responsibility seriously and regarded it as a crucial task in law enforcement operations.

The industry has planned a wide range of operations. The VSS releases a legal dissemination plan each year that is intended for employers, public servants, civil servants, and policy beneficiaries.

We have specifically defined tasks and solutions for implementation, and clearly assigned responsibilities to affiliated units and local social security offices in improving the quality and effectiveness of legal dissemination.

On that basis, all 63 out of 63 local social security offices have created local action plans and taken the tasks they were given in a serious manner.

We have focused on disseminating the provisions of the Social Insurance Law, the Employment Law, the amended Health Insurance Law, the Law on Medical Examination and Treatment, guidance and other related newly-issued documents.

Through conferences, seminars, competitions, and the posting of news, articles on mass media and the VSS information portal, we have a variety of dissemination methods and make sure that all demographics are reachable.

Legal education and distribution have become more thorough, significant, and successful in recent years, changing the knowledge of law compliance among VSS civil servants, public employees, employers, insurance participants and policy beneficiaries.
It has helped employers and people of all walks of life better understand the role, meaning, rights, and benefits of participating in social insurance and health insurance as well as the social security policy reform.

This has contributed significantly to the expansion of social insurance and health insurance participants and created positive changes in legal dissemination and education.

It is a crucial assumption for making the law come to life, increasing understanding of its purpose and meaning, and bolstering respect for and adherence to the law.

The VSS sector’s law dissemination and education has become more practical and effective

You just presented a lot of good outcomes. What solutions must the VSS put in place in the current era to improve the effectiveness and practicality of law education and dissemination as well as the Law Day response?

Building and perfecting institutions is one of the three strategic achievements identified by the Party and State as the nation enters a new era, the era of national development.
The Government identifies this as a key task and focuses on synchronous implementation from the institutional building and perfecting to the law enforcement.

In addition, the Government has issued Decree 56/2024/ND-CP amending and supplementing a number of articles of Decree 55/2011/ND-CP regulating the functions, tasks, powers and structure of legal organisations.

In accordance with Resolution 27-NQ/TW, this is a significant document that helps to strengthen the role and position of the legal system to fulfill the needs of organising and constructing law enforcement within the framework of establishing and perfecting the rule of law in the state.

In order to make the law dissemination and education and the response to the Law Day more practical and effective, in the coming time, it is necessary to focus on the following orientations:

First and foremost, highlighting the advisory and directing function of the VSS Coordinating Council for Legal Education and Dissemination, particularly in organising the response to Vietnam Law Day 2024.

Responding to the Law Day focuses on disseminating viewpoints and direction of the Party and State leaders on the Socialist Republic of Vietnam's rule of law state, as well as building, perfecting institutions and enforcing laws. People and businesses must be at the core of the effective development, distribution, education, and enforcement of laws.

Second, keep coming up with new information and varying formats in a way that is useful, efficient, grassroots-focused, targeted, important, consistent, timely, and appropriate for every participant group, field, location, and particular topic.

We must focus on integrating popular content into conferences, seminars, and media products along with praising and rewarding good people, good deeds, and typical examples in law building, dissemination, enforcement, and protection.

We must strengthen legal policy dialogues that attract public concern to promptly remove obstacles and inadequacies arising from practice.

Third, encourage digital transformation; use information technology; make use of social networks to spread the laws and create conditions that allow people, organisations, VSS civil officials, and public employees to quickly and easily obtain information and legislation.

Fourth, strengthen coordination between relevant agencies and organisations in the law dissemination and education. We must view this as a mission for the entire political system, the duty of all public servants and employees, and particularly the crucial role that leaders play in enhancing effectiveness and quality.

Fifth, focus on improving the quality of human resources; training skills, increasing the effectiveness of the legal reporting team.

Sixth, research and develop a set of criteria to evaluate the effectiveness and quality of VSS legal dissemination and education.

With the above solutions, I believe that the VSS will perform its role better, helping to instill in all social classes a sense of respect to the law./.
