VSS’ digital transformation acheives significant results

One of the outstanding achievements is VSS’ development of a comprehensive and broadly database finalization with high coverage of citizens and businesses’ participation.
VSS is the first unit connecting successfully with national data on population.
VSS is continuing to drastically implement tasks and solutions according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister (Project 06). In the first 4 months of 2024, Vietnam Social Security continues to coordinate with the Ministry of Public Security to connect and share data between the national population database and the national insurance database.
The VSS was committed to implementing measures to reform administrative procedures with a focus on integrating information technology and digital transformation, centring on the needs of citizens and businesses.
VSS continuously strived to improve operational processes and provide the best and most convenient public services to meet national social welfare needs, and to serve citizens and businesses more comprehensively in the areas of social, health and unemployment insurance.
The efforts include enhancing online public services for organisations and individuals across various platforms, such as the National Public Service Portal, the Viet Nam Social Security portal, the VssID – the digital social security app, and Insurance Value Added Network (IVAN) service provider organisations.
VSS was also rolling out the use of health insurance cards through the VssID app nationwide for medical treatment and progressively digitising records and documents related to administrative procedures.Coordinate with relevant ministries and branches to deploy techniques to gradually ensure the use of chip-embedded Citizen Identification Cards, application of National Electronic Identification (VNeID) to replace paper health insurance cards in health insurance medical examination and treatment. Up to now, across the country, 100% of health insurance medical examination and treatment facilities have deployed health insurance medical examination and treatment using chip-embedded Citizen Identification Cards. There have been over 77 million successful searches of health insurance card information using Citizen Identification Cards to make health insurance medical examination and treatment procedures. With the implementation of health insurance medical examination by using Citizen Identification Cards, health insurance patients only need to use Citizen Identification Cards to carry out medical examination procedures, helping to simplify procedures, saving time for both patients and medical staff, and the social insurance agencies also save time and the costs of printing and issuing health insurance cards.
Notely, according to the Vietnam Social Security, the synchronisation rate between the national ID number and the health insurance card number has reached 94 per cent. This is a fundamental premise for the integration of citizen’s medical records from medical facilities based on their personal ID number and for the forming of electronic medical records. This opens up a new chapter in digitalisation in medical examination and treatment activities for the people.
