Law on Social Insurance needs thorough preparation before submission to NA

The Law on Social Insurance project is considered a complex legislative endeavor, necessitating meticulous preparation and strict adherence to regulations prior to its submission to the National Assembly (NA(=). This project is of great importance to multiple stakeholders and addresses various significant issues for workers, including one-time social insurance withdrawal and wage levels.
Deputy Permanent Chairman of the National Assembly, Tran Thanh Man, made the remarks on May 9 at the National Assembly House while chairing a meeting to seek the NA’s opinions on the reception, explanation, and adjustment of the draft amended Law on Social Insurance and the draft amended Law on Trade Unions.

Man said that two days prior, Deputy Prime Minister Le Minh Khai presided over a meeting with relevant ministries and sectors to discuss salary reform based on job positions; and the amendment of the Law on Social Insurance also involves content related to the salary reform.
Man also said during the upcoming seventh session, the NA is scheduled to pass 10 laws and solicit opinions on 11 legislative projects; including the draft amended Law on Social Insurance and the draft amended Law on Trade Unions.
After the sixth session, it was the NA’s Committee for Social Affairs’ second report to the leadership of the NA regarding the reception, explanation, and adjustment of the draft amended Law on Social Insurance.
Therefore, he proposed that the committee should clearly articulate its standpoint and preferred options during the meeting.

He also commended the proactive approach and sense of responsibility of the committee for social affairs and the close coordination between the supervisory agency and the drafting committee, the bodies of the National Assembly, the Standing Committee of the National Assembly, and relevant ministries and sectors in examining the draft amended Law on Social Insurance and the draft amended Law on Trade Unions.
He proposed that the Viet Nam General Confederation of Labour and the Party delegation to the Viet Nam General Confederation of Labour earnestly implement the Conclusion No 3487 of the NA Standing Committee, regarding the supplementation of documents submitted to the NA. For unaddressed issues, it had to provide comprehensive and reasonable explanations.
Furthermore, it had to actively report to and seek opinions from competent authorities on the matters outlined in the conclusion as well as other relevant issues; timely inform the supervisory agency, and supplement the documents submitted to the NA for consideration at the upcoming seventh session.

He requested the full incorporation of opinions from the NA Standing Committee, the Government, and the supervisory opinions from relevant agencies in the meeting to further refine the draft law documents to ensure quality.
He also assigned the NA Committee for Social Affairs to lead and coordinate with the Council of Ethnic Minorities and the NA bodies to finalise the legislative project review report before submission to the NA at the upcoming seventh session.
