There are 5 provinces and cities that receive the highest level of people's satisfaction with policy formulation and implementation: Quang Ninh, Thai Nguyen, Hai Phong, Ha Tinh and Lao Cai; The 5 lowest provinces are: Bac Kan, Binh Phuoc, Cao Bang, Bac Ninh and Long An.

Collecting information to measure people's satisfaction in 2023 will be done through surveys in the form of distributing questionnaires directly to the peoples. 40,230 people at the 18 years or older were selected by stratified random sampling method from 1,170 villages, hamlets, residential groups, neighborhoods/585 communes, wards, towns/195 districts, towns, and cities. From feedback from 39,765 peoples of all demographics, the Ministry of Home Affairs compiled and analyzed data and built the People's Satisfaction Index with the services of state administrative agencies. 2023.
