The Working Group to implement Project 06 of VSS held a meeting in April 2024

At the meeting, the representative of the IT Center and a permanent member of the Team reported a summary of the results of implementing the Government's Project 06 in the first quarter of 2024. Accordingly, the whole industry continues to achieve many positive results in: Connecting and sharing data between Vietnam Social Insurance and ministries, branches and localities; Deploying health insurance medical examination and treatment using chip-embedded CCCD; integrate and provide online DVC; Coordinate and support the Ministry of Health to link driver health examination data, birth certificates, and death notices; Deploying VssID application - digital social insurance; promote payment of non-cash insurance policies; Piloting the implementation of electronic health books in Hanoi City...

Regarding consolidating the working group and the 2024 plan of the social insurance agencies of provinces and cities: Up to now, there have been 34 social insurance agencies of provinces and cities consolidating the working group to implement Project 06; 58 provincial and city social insurance agencies issued plans to implement Project 06 in 2024; 12 provincial and city social insurance agencies reported on the situation of IT staff.

At the meeting, Deputy General Director Chu Manh Sinh and members of the Working Group discussed and clarified the tasks that need to be implemented in the coming time, including: (1) Management of decentralizing the administrative account of the Provincial/City and district Social Insurance; (2) Status and progress of preparation for pilot implementation of monthly pension and social insurance allowance payments via personal accounts; (3) Issue a list of online public services (full and partial process) under the jurisdiction of Vietnam Social Security; (4) Analyze the causes of unverified cases with the national population database; (5) Develop a plan and roadmap to move the Data Center to the National Data Center; (6) Strengthen and supplement members of the Working Group.

Giving a directive speech, on behalf of the Industry leaders, Deputy General Director Chu Manh Sinh praised and highly appreciated the results in implementing Project 06 of the Industry and the activities of Group 06 of Vietnam Social Insurance as well as Group 06 at Social Insurance localities in the first quarter of 2024.

Regarding the upcoming tasks, Deputy General Director Chu Manh Sinh assigned the IT Center to preside over and coordinate with relevant units to advise on the management, gradation, and decentralization of administrative and user accounts of the whole industry. Regarding the payment of monthly pensions and social insurance benefits via personal accounts, the Team’s relevant units iwill be assigned to implement in pilot in 5 provinces for a period of 3 months, then evaluate and replicate. Regarding promulgating the list of online public services, the Office is assigned to preside over and coordinate with relevant units to issue a decision to publish the list. Regarding cases where social insurance participants have not been authenticated with the national population database in some localities, the Team will issue a document urging the unit to have an authentication rate lower than 97%.

In developing the plan and roadmap for moving the Data Center to the National Data Center, the Deputy General Director assigned the IT Center to coordinate closely with relevant units to survey, prepare plans and Working plan with the Ministry of Public Security.

Regarding strengthening and adding members to the Working Group, the Deputy General Director assigned the Department of Personnel and Organization to coordinate and advise on adding the Center for Medical Review & Tertiary Care Payments as a member of the Working Group to implement Project 06 of Vietnam Social Insurance to facilitate the implementation of related work./.
