According to reports from NA’s agencies, there are still many documents that provide detailed guidance was issued later than the effective date of laws, ordinances, and resolutions. Specifically, out of 325 documents monitored, there are 32 documents issued later than the effective date of laws, ordinances, and resolutions; In which the document is at least 14 days late, the document is at most 35 months and 24 days late, and some documents are late from 22 to 25 months. In addition to the results achieved, the supervision of legal documents by some agencies has not been carried out regularly, and has not been proactive and timely in detecting and recommending the agencies to promulgate documents to correct shortcomings and violations in promulgating documents and report remedial results to the National Assembly Standing Committee as regulated.
