He assessed that all software systems, management software, and transactions with organizations and individuals are conducted in the network environment. Additionally, as the national insurance database is gradually perfected and put into operation, shared with ministries, sectors, and localities, and tasks assigned in Government Project 06 are being implemented, preparing for the establishment of the national data center, ensuring the overall information security of the sector is a significant challenge given the increasingly sophisticated cyber attacks by high-tech criminals today.

At present, the sector has been invested in and equipped with many information security solutions and equipment to prevent attacks, protect systems, and counter threats from outside. However, in the field of information security, risks and impacts on systems and information assets are exploited from within the system's vulnerabilities, especially stemming from incomplete awareness and lack of skills in information security among the technical team and system users within the agencies and units.

At the conference, Deputy Director General Chu Manh Sinh thoroughly reviewed Resolution No. 398-NQ/BCSĐ dated March 15, 2024, of the Party Executive Committee of VSS regarding the enhancement of network information security assurance work in the VSS sector. The resolution affirmed that network information security is an important and breakthrough task to establish digital trust, build a truthful, civilized, healthy online environment, and prevent and combat cyberlaw violations, protecting the development of the VSS sector to successfully implement the national digital transformation. The resolution provided a comprehensive assessment of the sector's outstanding results in network information security assurance work over time and also pointed out some existing limitations and challenges.

To overcome existing limitations and challenges, and to leverage the proactive role, concentrated intellect, and collective strength of the entire sector in ensuring network information security, the resolution sets the goal for the entire sector to continue researching, comprehensively understanding, and strictly implementing the Party's directives, resolutions, and state policies on ensuring cybersecurity, protecting state secrets in cyberspace; emphasizing the development of high-quality cybersecurity human resources; reviewing, developing, and issuing guiding documents, management documents, and regulations on cybersecurity for unified implementation throughout the entire VSS sector; building a modern, professional, efficient VSS sector that meets the requirements of building an e-government, towards a digital government.

In the next phase, to effectively implement the tasks and solutions in the resolution of the Party Executive Committee of VSS on strengthening network information security assurance work, the Director General proposed that the heads of affiliated units, Directors of social security offices in provinces, centrally-run cities urgently implement the following tasks:

IT Centers: Specifically implement the tasks and solutions in Resolution No. 398-NQ/BCSĐ on strengthening network information security assurance work in the Vietnam Social Security sector into detailed plans for consultation and proposal for implementation. Strengthen and enhance the activities of the Network Information Security Incident Response Team, the specialized team for network information security of social security offices in provinces, cities, so that this team of officials becomes the core force in implementing the tasks of ensuring network information security at units, etc.
