Efforts to Make Hanoi a Model in Implementing Government's Project 06

On the afternoon of March 14, the Task Force of Government Project 06 worked with Hanoi City on several key tasks in implementing the project in the area.
Attending the working session were: Lieutenant General Nguyen Duy Ngoc, Central Party Committee Member, Deputy Minister of Public Security, Deputy Head of the Permanent Task Force for Implementing Government Project 06 along with members of the Task Force.

The city's report stated that as of the present time, the Electronic Health Record System and Electronic Health Book have been deployed, installed, and operated on the technical infrastructure at the Data Center of Viettel Group. Official connection of the Electronic Health Record System with the specialized data network CPNet has been completed.
The city has reviewed equipment and transmission lines at healthcare centers and hospitals under the city's administration to serve the system deployment; 100% of agencies, units, and individuals under the units have been issued personal and organizational digital signatures. The issuance of 3,200 accounts for units and individuals participating in system operation and usage has been completed, achieving a 100% rate.
The city has also organized data connection and interoperability of health insurance data from 47 hospitals, 30 polyclinics, and 246 medical stations (an increase of 327 units compared to January 25, 2024).
Hanoi has synchronized 1,135,898 health records of people onto the National Database of Health Insurance to display Electronic Health Book information on the VNeID application.
To expedite the trial of electronic health books, Hanoi proposed that the Government Project 06 Task Force remove legal barriers regarding sharing of medical examination and treatment data; the Administrative Management Police Department on Social Order Support evaluates the system's information security, allowing connection to the national population database; the Vietnam Social Security assists in sharing medical examination and treatment data, providing APIs and returning card information; the Ministry of Health issues electronic book templates and guides people in usage; directs hospitals to share medical examination and treatment data...
At the conference, Lieutenant General Nguyen Duy Ngoc emphasized that Hanoi Department of Health needs to actively propose state management solutions for more effective management methods. The Deputy Minister of Public Security proposed that Hanoi complete the trial of electronic health books by reporting to the Government Task Force on June 15; share experiences for Ho Chi Minh City to learn and implement.
On this issue, Chairman of the Hanoi People's Committee Tran Sy Thanh clarified that healthcare facilities must deploy electronic health books, whether public or private, to ensure that all people benefit from this.
Hanoi stated that as of the present time, the city has received 85,675 interlinked birth records and 5,031 interlinked death records. The online birth registration implementation rate reaches 99% (basically guided, supported, and implemented online; 1% due to no demand or specific cases) and death registration of 5,031 out of 19,668 cases (25.6%).
The basic implementation has met the requirements for simplifying administrative procedures and reducing document components, reducing the time for administrative procedure resolution, bringing many benefits to citizens and state agencies in management work.

Regarding the issuance of judicial records on the VNeID application, at the conference, ministries and sectors affirmed that by March 30, the deployment will be completed, and Hanoi is requested to prepare thoroughly, with any difficulties promptly resolved. Deputy Minister Nguyen Duy Ngoc emphasized that citizens will not have to go to authorities to confirm their judicial records.
Regarding the construction of land data, the most prominent obstacle currently is the inadequacy of applications and software, and Hanoi is urgently addressing this issue, utilizing existing data to serve the people...
Regarding house numbering, the Ministry of Construction stated that efforts are being made to develop a Government decree, aiming to issue guidance on managing and numbering houses by July 2024. The Ministry will also develop housing management software, real estate markets with house numbers as an information field.
On this issue, Chairman of the Hanoi People's Committee Tran Sy Thanh noted that if land data is not digitized, managed, and interconnected, there are significant legal risks. The Chairman proposed that ministries and sectors continue to support the city, incorporating other data such as population, house numbers to find effective, long-term management solutions.
In conclusion of the conference, Lieutenant General Nguyen Duy Ngoc assessed that Hanoi has shown high political determination, synchronized actions in implementing Project 06. The Deputy Minister of Public Security also acknowledged that ministries and sectors have been responsible for implementing Project 06 with the spirit of 'no delay' to strive for social civilization and crime prevention.
The Deputy Minister of Public Security affirmed that ministries and sectors will endeavor, accompany Hanoi to soon become a model in implementing Project 06 and suggested that Hanoi Police will serve as a point of reference and exemplary force within the police force./.
