Administrative units reorganization, job positions establishment be rearranged, and comprehensive, synchronized salary reform be implemented

The government has directed the completion of the district and commune-level administrative units rearrangement by the third quarter of 2024. Simultaneously, a synchronized, comprehensive, and efficient implementation of salary policy reform and job positions by March 31, 2024.

It’s emphasized that 2024 is a year of acceleration and breakthrough, with special significance in achieving the successful 5-year Socio - Economic Development Plan for 2021-2025, Resolution 01/NQ-CP outlines 12 groups of tasks and key solutions that need implementing.

Among them, the 9th group of tasks, the Government requires to continue refining and building an effective and efficient administrative apparatus; intensify efforts in preventing corruption, negativity, waste, and group interests; and tighten administrative discipline and regulations.

Resolution 01/NQ-CP outlines the tasks and key solutions for implementing the Economic - Social Development Plan and the state budget estimate for 2024

Accordingly, the Government directs a determined effort to streamline the internal organization of agencies and units, focusing on efficiency and effectiveness.

The completion of the rearangement of district and commune-level administrative units is scheduled for the third quarter of 2024, with a concentration in early 2025 for Party congresses at all levels, especially at the commune level.

A synchronized, comprehensive, and effective deployment is emphasized to implement the salary policy reform in accordance with Resolution No. 27-NQ/TW dated May 21, 2018, issued by the Central Executive Committee on salary policy reform for officials, civil servants, employees, armed forces, and workers in enterprises.

The construction of positions for officials, civil servants, and employees within the state administrative system is clearly completed before March 31, 2024. Simultaneously, responsibilities are clearly defined for each ministry, sector, locality, and head to serve as the basis for implementing the salary policy reform from July 1, 2024.

Efficient implementation of the comprehensive administrative reform program continues focusing on institutional and organizational reform, civil service reform, and administrative procedure reform. The development of an e-Government aimed at a digital government, is prioritized, along with pushing up national digital transformation.

It is emphasized to develop online public service systems to serve citizens and businesses.

A coordinated implementation of strategies, policies, and legal frameworks for corruption prevention is highlighted. Strengthening transparency and openness in inspection activities is also a part of the agenda.
