The Social Insurance policies and laws implementation during the 2016-2022 period at the Hai Phong City Social Security office be monitored

The Deputy from the Hai Phong City National Assembly (NA) recently conducted an oversight of the Social Insurance policies and laws implementation during the 2016-2022 period at the Hai Phong City Social Security office. Mr. Lã Thanh Tân, Deputy head of the delegation of Hai Phong City, chaired the working session as the head of the oversight deputy. The event was attended by NA deputy Nguyen Chu Hoi, representatives from Committee on Legal Affairs of the Municipal People's Council, as well as relevant departments and agencies.

The report from the city's Social Security office indicated that in 2016, there were 321,789 mandatory social insurance participants in the city, accounting for 28.2% of the workforce within the eligible age range. By 2022, this number had risen to 471,679 people, an increase of 149,890 individuals, representing 46.6% of the eligible workforce. The number of voluntary social insurance participants by the end of 2022 reached 25,238 individuals, an increase of 16,309 compared to 2016, with an average growth rate of 30.3% during the 2016-2022 period. Notably, since the implementation of Resolution No. 28-NQ/TW, the number of voluntary social insurance participants (including farmers and informal workers) has shown significant growth.

Specifically, from 7,245 participants in 2018, the number increased to 15,275 people (110.8%) after one year of implementing the Resolution in 2019. By 2022, after five years of implementation, this number had further risen to 25,238 individuals, corresponding to a 248.4% increase compared to 2018. However, the issue of late social insurance premiums payment still remained quite prevalent within the city. As of 2022, 4,668 units delayed social insurance premiums payment for 69,679 workers, amounting to over 947.2 billion VND.

Deputy Head of the NA specializing in Hai Phong City, Lã Thanh Tân, led the oversight team on receiving and considering the suggestions and proposals from the Hai Phong City Social Security office.

During the working session, the Hai Phong City Social Security office recommended that the Hai Phong NA deputy propose to the NA and the Government on the continuous improvement of Social Insurance policies and laws, diversifying and flexibilizing SI schemes, enhancing the attractiveness of voluntary Social Insurance policies to attract citizens (especially young workers) to participate in voluntary Social Insurance. Proposed Law on Social Insurance includes provisions for sickness and maternity benefits for voluntary social insurance participants when the they give birth or have illness; researching and enhancing sanctions for violations on Social Insurance laws, particularly cases of delayed or evaded Social Insurance premiums payment; incorporating the responsibility of labor union representatives to compensate workers if they do not participate or do not adequately participate in a timely manner, leading to legitimate rights of workers being affected; studying the provision that the basis for Social Insurance contribution should be the monthly wage, including the basic salary, wage allowances, and other additional amounts as regulated by labor laws; adding certain groups of individuals that should be mandatorily enrolled in Social Insurance, such as individual business owners and freelance workers; researching and revising regulations to limit one-time Social Insurance withdrawals and allowing individuals  paying Social Insurance premiums to reparticipate and enjoy the Social Insurance benefits.

The Hai Phong City Social Security office also recommended that the Municipal People's Council consider incorporating targets for the expansion of Social Insurance participants under the Resolution, providing a foundation for guiding the expansion of participation and monitoring the implementation. Additionally, they suggested considering support for obtaining Health Insurance cards for individuals aged 62 to 69 who don’t have Health Insurance cards within the city.

The members of the oversight deputy suggested that the Hai Phong City Social Security office proposed specific contribution rates, payment periods, and benefit schemes for voluntary Social Insurance participants; solutions to address Social Insurance debt owed by businesses and assessed the coherence and compatibility between the social insurance software and other sectors such as healthcare, police, and taxation. Especially, they requested practical solutions to address obstacles and difficulties within the Social Insurance Law in order to effectively implement Social Insurance and Health Insurance policies and laws.

Mr. Lã Thanh Tân, Deputy Head of the NA deputy from Hai Phong City, acknowledged and highly appreciated the proactive and positive efforts of the city's Social Security office in organizing and implementing Social Insurance and Health Insurance policies and laws. Notably, he recognized the Office's proactive collaboration with relevant agencies to provide the most practical support policies to Social Insurance participants within the city. Taking into account the suggestions and proposals from the city's Social Security office, Mr. Tân stated that the City's NA deputy would report to and submit to the NA for further study and consideration the revision, supplementation, and improvement of Social Insurance policies and laws.
