The decision aims to provide guidelines on the content and steps involved in the process of digitizing administrative documents and records under the authority of the sector for resolution.
The digitization process must ensure the completeness, accuracy, and integrity of the data in the degitized documents and records, as well as perfection in terms of content and digitization procedures (illustrated images)
According to this, the documents and records within the scope of digitization include:
1. Documents are the components of the dossier that organizations or individuals submit to carry out administrative procedures, including the following types:
a) Components of the dossier are results from the resolution of previous administrative procedures;
b) Components of the dossier that must be digitized as stipulated by the laws related to the fields of social, health and unemployment insurance, as well as other relevant regulations;
c) Components of the digitized dossier as per VSS’ management requirements: in accordance with the Decision specifying the list of documents and records falling under the authority of Vietnam Social Security for digitization;
d) Components of the dossier without falling under the categories mentioned at points a, b, and c of this section and are digitized based on the needs of organizations or individuals during the process of carrying out administrative procedures.

Documents mentioned at points a and b above can be submitted by one of the following forms: the original copy; electronically certified copies issued from the original registry; electronically authenticated copies of the original document; electronic duplicates with the original copy for cross-verification during the resolution of administrative procedures. Documents mentioned at point c of this section are digitized according to the list and guidelines provided by Vietnam Social Security.
The project to create an interconnected one-stop mechanism for completing administrative procedures was approved by the Government in March 2021.
Innovation in ignoring administrative boundaries and sharing the benefits of digitizing documents is estimated to have saved about 410 million USD.
One month ago, Pham Thi Le of Luong Phi commune in Tri Ton district, An Giang province, registered for a land use rights certificate at the district office. She received the certificate in just 20 days, quicker than the one month suggested by regulations.
Le recalled,“The district sent officials to measure my piece of land and gave me an appointment letter. A woman at the agency told me what I needed to do. It was very soon that I got my document.”
At the “one-stop-shop” bureau of Tri Ton district, people need to get ordinal numbers, submit documents to the interconnected one-stop-shop section and receive an appointment letter.
The system automatically sends an SMS message to the applicant with the results. An evaluation and scoring system makes it easy for people to give feedback on the attitudes of civil servants and public employees. People can submit e-documents themselves.
Do Minh Tri, Deputy Chairman of the Tri Ton district People’s Committee, insisted that civil servants working in the one-stop section have a strong sense of responsibility to the people, which has made the handling of administrative procedures go smoothly.
“The district and commune administrations are addressing 5 fields on the spot transparently. People can click a ‘criticism’ button to call attention to any official with a bad attitude. We’ll investigate immediately and promptly make any necessary adjustment,” according to Tri.
Electric vehicles reduce carbon emissions and protect the environment, but traditional taxi firms are still hesitant to convert to electric, or to hybrids, to replace petrol and diesel vehicles, over worries about the shortage in the charging infrastructure.
Vinasun last week introduced the first hybrid taxi services in Việt Nam and signed a strategic deal with Toyota, with a view of investing into 2,000 hybrid cars in 2025.
Hybrid vehicles can help reduce fuel costs by 50 per cent compared to petrol-powered cars, Vinasun Deputy Director General Trần Anh Minh said.
It is estimated that it costs around VNĐ800 for an electric vehicle to run one kilometre while the fuel consumption of hybrid vehicles is VNĐ1,100-1,200 per km.
Taxi firm Mai Linh has a deal with Toyota to bring in a total of 9,999 hybrid cars over the next three years. The company said that electric vehicles have not really been suitable and optimal in Việt Nam, because of infrastructure inadequacy, as well as risks related to battery dumping.
According to Nguyễn Công Hùng, chairman of the Hà Nội Taxi Association, electric vehicles can run around 200-300km after each charging and this is a limitation when comparing electric vehicles with petrol cars or hybrids.
Hùng said that with around 150,000 electric vehicle charging points across the country, the charging infrastructure still fails to meet the demand of electric vehicle owners and more than 5,600 taxies of Xanh SM. In addition, it takes up to six hours to fully charge a battery at the charging station.
There are also currently no detailed regulations for transport service companies about the use of electric vehicles, such as how to ensure safe charging or how to handle battery waste, he said.
Competition in the taxi industry is growing ever harder, especially against the ride-hailing services, Nguyễn Thị Ngọc Trang, director of transport services cooperative Sen Việt in HCM City said.
In that context, many cooperatives have not had or been able to find resources to invest in electric vehicles.
Phùng Đăng Hải, chairman of HCM City’s Cooperative Alliance, cooperatives need support from the Government to replace fuel-powered vehicles by electric vehicles.
Countries around the world such as India, China and Europe have been successfully encouraged conversion to electric cars thanks to the Government’s strong support policies.
2. The results of inspection, verification, and responses to opinions from agencies and units’ participation during the process of resolving administrative procedures (if in paper form), except cases that specialized laws have different regulations.
The individuals responsible for digitization are:
- Public servants, officials, and workers assigned to receive, process, resolve, and deliver the results of administrative procedures.
- Employees of businesses providing postal services and other designated individuals responsible for digitizing documents and records as stipulated at point b, clause 3, Article 1 of Decree No. 107/2021/ND-CP dated December 6, 2021, amending and supplementing certain provisions of Decree No. 61/2018/ND-CP dated April 23, 2018, of the Government on implementing the single-
