Two new online public services related to health insurance and settlement of one-time social insurance be added by VSS

Two new public services recently added by Vietnam Social Security (VSS) on the National Public Service Portal and VSS Public Service Portal, which are: Application for paying health insurance premiums and issuance of health insurance cards to people only participating in health insurance, and settlement of one-time social insurance.
VSS has been added two new online public services related to health insurance and settlement of one-time social insurance
On October 16, 2023, VSS’ Information Technology Center issued Document No. 2166/CNTT-PM to the province and city Social Security Offices, regarding the implementation of the two aforementioned online public services.
The Information Technology Center stated: Implementing Decision No. 3510/QD-BHXH dated on November 21, 2022, regarding the procedure for paying health insurance premiums and issuance of health insurance cards to people only participating in health insurance on the Public Service Portal as per Decision No. 422/QD-TTg dated on April 4, 2022, approved by the Prime Minister on the list of integration and provision of online public services on the national Public Service Portal in 2022; Decision No. 3612/QD-BHXH dated on December 9, 2022, concerning the issuance of the procedure for one-time social insurance claim applied the pilot authentication via digital signatures integrated into mobile applications as per Decision No. 422/QD-TTg dated on April 4, 2022, approved by the Prime Minister on the list of integrated online public services provided on the national Public Service Portal in 2022; and Decision No. 50/QD-BHXH dated on January 19, 2023, regarding the issuance of the online public service “Application for paying health insurance premiums and issuance of health insurance cards to people only participating in health insurance on the Public Service Portal” by the Director-General of Vietnam Social Security, the Information Technology Center has integrated and provided online on the Vietnam Social Security Public Service Portal, the national Public Service Portal, and upgraded the business software to meet the requirements.
The number of informal and rural workers joining voluntary social insurance is also expected to reach 2.5 per cent by 2025 and 5 per cent by 2030.
By 2025, around 55 per cent of workers will receive monthly pensions, social insurance and retirement benefits as they reach retirement age, per the strategy. This figure is expected to reach 60 per cent by 2030.
The plan also sets the goal to have 35 per cent of the workforce covered by unemployment insurance, and more than 95 per cent of the population covered by health insurance.
The strategy also aims to have a customer satisfaction score of over 85 per cent regarding social insurance and at a minimum of 90 per cent regarding administrative procedures.
In terms of digital transformation, it is expected that 100 per cent of online public services will be accessible through different means, including mobile devices; 100 per cent of people joining social, unemployment and health insurance have digital transaction accounts and installed the application VssID, through which they can track their insurance payment history; and 100 per cent of people with health insurance can use ID cards in place of health insurance cards for medical examinations by 2025.
The goals to be achieved by 2030 include completing the national insurance database, connecting and sharing information from this database with the national population database and other related systems for public services as well as monitoring based on big data.
All of the information systems of Vietnam Social Security related to people, businesses and organisations must be restructured, apply modern technology and operate through integrated platforms using data sharing; while 100 per cent of the sector’s work records are processed online (except for national classified information).

Accordingly, on VSS Public Service Portal and the national Public Service Portal, the function of online submission of public services has been added, including: Application for paying health insurance premiums and issuance of health insurance cards to people only participating in health insurance; settlement of one-time social insurance benefits as per Decision No. 422/QD-TTg.
The Information Technology Center recommends that provincial Social Security Offices organize awareness campaigns to disseminate information, provide guidance, and assist citizens in performing online public services, including Application for paying health insurance premiums and issuance of health insurance cards to people only participating in health insurance; settlement of one-time social insurance as per Decision No. 422/QD-TTg on the Public Service Portal; emphasizing the importance of professional staff thoroughly monitor the newly generated records, issuance of health insurance cards and settlement of one-time social insurance, ensuring timeliness and following regulations. In case of any software-related issues during the implementation, provincial Social Security offices promptly contact the Information Technology Center for coordinated resolution.
