VSS Organizes Online Inter-Agency Conference for the Entire Sector in October 2023

On the morning of October 2, 2023, General Director Nguyen The Manh presided over the online inter-agency conference for the entire sector.

The conference was attended by Deputy Chair Commissioner of VSS’ Board of Commissioners - Nguyen Van Cuong, VSS’ Deputy General Directors - Tran Dinh Lieu, Dao Viet Anh, Le Hung Son, Nguyen Duc Hoa, Chu Manh Sinh, and leaders of affiliated units of Vietnam Social Security. Representatives from the Ministry of National Defense Social Insurance and the People's Public Security Social Insurance were also present. At the local level, leaders of provincial and city social security agencies, specialized departments, and district-level social security agencies participated.

Targets Increase Compared to the Same Period

At the conference, the Head of the Office of Vietnam Social Security presented an overall assessment report on the results of guiding, directing, and implementing tasks in the entire sector during the first 10 months of 2023. According to the report, the entire sector continued to proactively and actively coordinate with relevant ministries and sectors in participating in the construction and amendment of laws, draft decrees, and circulars related to the implementation of social insurance and health insurance regimes. This includes the revised Law on Social and Health Insurance, and the draft decree on voluntary occupational accident insurance. Efforts were made to build and improve reporting documents submitted to the National Assembly, the Government, and the ministries.

Regarding the targets for increasing the number of participants in social and health insurance, they have all increased compared to the same period in 2022.

The work of administrative procedure reform, application of information technology (IT), and accelerating digital transformation in sector activities continues to be emphasized. The conference emphasized the importance of reforming administrative procedures, applying information technology, and promoting digital transformation in sector activities. This includes the implementation of online public services through the National Public Service Portal, as well as digitizing records and documents related to the settlement of social insurance-related administrative procedures. Amidst the general difficulties faced by the economy, the VSS directed provinces and cities to vigorously implement synchronized measures to develop the number of participants, and to urge the timely collection and reduction of late payments for social and health insurance. One of the areas of special concern for local social security agencies is to continue advising the Party Committees and local authorities to include targets for social and health insurance coverage in the Resolutions of the People's Councils at all levels. At the same time, targets for increasing the number of participants are delegated to the district and commune levels. Proactive planning, leadership solutions, and directive implementation were emphasized to achieve the assigned targets for social and health insurance coverage.

Resolutely carry out the tasks in the final months of the year

Speaking at the conference, the VSS’ Deputy General Directors evaluated the fundamental tasks and targets of the sector. They also provided directives to the operational units and local social security agencies according to their respective responsibilities. Lieu assessed that the work of collection and development of participants in the sector is facing numerous difficulties due to the impacts of the economy and policy changes, which require the social security agencies in provinces to make even greater efforts in carrying out this task. As for the solutions, provincial social security agencies must closely follow tax data to identify businesses that require communication and mobilization, and organize necessary conferences for meetings and exchanges. They should also take advantage of the leadership of the Party Committees and local authorities to provide advice on delegating targets for the development of participants in social and health insurance to grassroots levels.

Speaking at the conference, Deputy Chair Commissioner of VSS’ Board of Commissioners Nguyen Van Cuong requested close coordination between the VSS and the social security agencies in provinces and centrally governed cities. He emphasized the timely reporting to the Steering Committee for the implementation of social insurance policies at the local level and proactively controlling the costs of health insurance to ensure efficient operations.

The conclusion of the conference is that Director General Nguyen The Manh highly appreciates the overall achievements of the sector in the first 10 months of the year. Director General Nguyen The Manh evaluates: Despite the difficulties in the general socio-economic context of the country, the entire sector has been able to accomplish some positive tasks. In particular, the coverage rate continues to increase compared to the same period in 2022, with the healthcare insurance sector alone achieving a 93.2% coverage rate for the entire population.

Regarding specific tasks, the Director General directs the specialized units of the VSS to continue close coordination with the units under the ministries and sectors in the process of researching and amending the Law on Social and Health Insurance. Building assessment reports to clearly evaluate the current situation and propose amendments to the laws, ensuring practical relevance. At the same time, reviewing and identifying the risks that may occur based on current developments, and proposing solutions for task implementation.

In addition, the entire sector strengthens and proactively controls the costs of healthcare insurance; maximizes the effectiveness of information technology and the sector's databases to inspect, monitor, prevent fraud, abuse, and misappropriation of funds. Enhancing inspection and conducting surprise checks on enterprises, labor users, and healthcare facilities that show signs of misappropriating social and health insurance funds. The Director General also requests the early completion of criteria for estimating medical care costs covered by health insurance nationwide and the complete resolution of backlog issues in previous years' estimates. Further innovating the content, forms, and methods of communication to ensure practical, effective, focused, and diverse communication, with a focus on highlighting the outstanding results that the VSS has brought to the benefits of participants in social, health, and unemployment insurance. The entire sector strengthens discipline, administrative and financial management, and further enhances the roles and responsibilities of leaders./.
