According to statistics as of May 31, 2023, Yen Bai Social Security Office manages over 3,000 labor-utilizing units, with 54,800 mandatory social insurance participants, achieving 96.4% of the assigned target; 46,500 unemployment insurance participants, achieving 89.7% of the assigned target; and 750,600 health insurance participants, with a coverage rate of 88.7% of the population. The total revenue is over 693 billion VND, achieving 35.1% of the annual assigned target. In which, the premiums collection from mandatory social insurance is 355.5 billion VND, one of voluntary social insurance is 45.4 billion VND, unemployment insurance is over 23.4 billion VND, and health insurance is over 268.1 billion VND. The amount of delayed payment interest collected is 700 million VND, and the debt ratio is 2.77%.

Comrade Nguyen Quang Trung, Deputy Director of Yen Bai Social Security Office informed that: To achieve these results, from the early months of 2023, the Board of Director has identified the collection of social, health and unemployment insurance premiums as one of the important tasks of the organization. Therefore, Yen Bai Social Security Office has taken advantage of the guidance from the Provincial Party Committee, the Provincial People's Committee, and Vietnam Social Security; proactively coordinated with departments and organizations during the implementation of the assigned political tasks; promptly provided advice to the Provincial Party Committee, the People's Council, and the Provincial People's Committee to issue multiple directives on the implementation of social, health and unemployment insurance policies in the province. At the same time, instruct the specialized department to regularly monitor and follow up on the directives of the Provincial People's Committee and VSS to rectify the situation of delayed social insurance payment in labor-utilizing units. Dedicated officers have been assigned to monitor and regularly visit labor-utilizing units to enhance the collection of monthly incurred amounts and timely deposit the delayed payments of social, health and unemployment insurance into the dedicated collection account of the Social Security Office, ensuring that the rights of workers are resolved promptly and adequately.

Promoting social and health insurance policies for employees at the workplace

In addition, the work of propaganda, education, and raising awareness about social insurance, health insurance, and unemployment insurance policies has been strengthened, leading to significant changes for workers and employees; timely and proper handling of social insurance, health insurance, and unemployment insurance regimes for workers is ensured; monthly tasks are well implemented according to the set program and plan since the beginning of the year; officials and civil servants are assigned to regularly visit grassroots levels to inspect and address any remaining issues and promptly propose solutions to higher levels as prescribed; weekly and monthly meetings are organized to develop specific work plans, rectify any existing issues, and propose remedies during the implementation process.

Building upon the achievements in the first five months of 2023, in the coming period, Yen Bai Social Security will continue to implement the updating of personal identification/citizen identity and registration for workers to use the VssID-BHXH application as per the assigned plan. Proactive efforts will be made to develop plans to enhance collection and reduce the debt ratio of social, health and unemployment insurance. Collaboration with the postal service will be strengthened to ensure the timely and secure payment of pensions and social insurance benefits to beneficiaries. Additionally, efforts will be focused on improving the health insurance assessment process to ensure the rights of cardholders when seeking medical treatment. In particular, to effectively implement social, health and unemployment insurance collection to meet the monthly and quarterly targets; Yen Bai Social Security Office will assign specific tasks to each official, civil servant, and worker in the units, establish detailed and specific work plans.
