Strengthening Activities and Achieving Assigned Tasks: The Working Group for Project 06 in Local Social Security Offices

Vietnam Social Security (VSS) has recently issued Circular No. 2663/BHXH-CNTT to urge provincial and centrally-controlled city social security offices to implement the Resolution of the Party's Executive Committee of VSS on enhancing the execution of Government Project 06.

In compliance with Resolution No. 362-NQ/BCSĐ dated May 12, 2023, of the Party's Executive Committee of the VSS, regarding the reinforcement of the implementation of "Project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030 (Project 06)" on August 11, 2023, the VSS issued Decision No. 1177/QĐ-BHXH, which establishes the Action Program of the VSS for implementing Resolution No. 362-NQ/BCSĐ.

For the sake of unity, coherence, and effectiveness in achieving the objectives, targets, tasks, and solutions stated in Resolution 362-NQ/BCSD and Decision No. 1177/QD-BHXH, the VSS urgently requests the Social Insurance offices of provinces and centrally-controlled cities to promptly carry out the following:

Disseminate and thoroughly implement the contents of Resolution No. 362-NQ/BCSĐ and Decision No. 1177/QD-BHXH to all officials, civil servants, and employees of provincial social security offices and district-level social security offices.

For social security offices in provinces that have not yet issued an Action Program or an Action Plan for implementing Resolution No. 362-NQ/BCSĐ, promptly issue an Action Program or an Action Plan of the provincial social security office to implement Resolution No. 362-NQ/BCSĐ. The program should closely align with the targets and tasks outlined in Decision No. 1177/QĐ-BHXH to specify appropriate objectives and tasks based on the local conditions and actual circumstances, ensuring clarity of responsibilities, progress, and results.

The task force of the provincial social security offices should maintain regular or ad hoc meetings to review and promptly urge the implementation of assigned tasks, as well as address any difficulties or obstacles that arise during the implementation process. If there are difficulties or obstacles that exceed their authority to resolve, they should promptly report to the VSS (via the IT Center - the unit responsible for implementing Project 06 under the task force of the VSS) for consideration and resolution.

Implement the monthly reporting regime as stipulated in Decision No. 1177/QĐ-BHXH, including a clear analysis of existing issues, limitations, obstacles, causes, and proposed solutions for resolution./.
