The cooperation between the VSS and the VGCL is carried out regularly, closely, and effectively

According to Report No. 2056/BC-TLĐ-BHXH dated July 5, 2023, during the period from 2015 to 2022, the cooperation between the Vietnam Social Security (VSS) and the Vietnam General Confederation of Labor (VGCL) has been conducted regularly, closely, and effectively, yielding remarkable results.

In the presence of delegates, Chairman of the VGCL, Nguyen Đình Khang, and VSS’s Director-General, Nguyen Thế Mạnh, signed the Cooperation Regulations between the VSS and the VGCL for the period 2023-2028

Significant outcomes from the collaborative efforts:

Over the past 7 years, the VGCL and the VSS have been proactive and actively engaged in collaborative research, participation in drafting, proposing, and suggesting amendments and additions to legal documents directly related to social, health insurance, and labor policies. Consequently, both organizations have enhanced the exchange of information, actively collaborated in the development of policies and laws related to laborers and trade unions, such as the Criminal Code of 2015 (amended and supplemented in 2017 in Articles 214, 215, 216), the Labor Code of 2019, the guiding documents for implementing the Labor Code, the Health Insurance Law, the Social Insurance Reform Project, Resolution No. 28-NQ/TW dated May 23, 2018, on social insurance reform, and more.

Especially during the years 2020-2022, due to the complex developments of the Covid-19 pandemic causing severe impacts on laborers, the VGCL and the VSS actively participated and proposed to the National Assembly, the Government, and relevant authorities the creation and implementation of policies and policy groups to support laborers and businesses. Additionally, the VSS and the VGCL collaborated in disseminating information and policies, legal regulations related to social, health insurance, and labor policies; coordinated in inspection, examination, and supervision of the implementation of social, health insurance, and labor policy laws; provided information and documents for legal proceedings in court for violations of social, health insurance, and labor laws….

Apart from that, the committees and units under the VGCL and the VSS have shared and consolidated workers' suggestions and feedback. They have assessed challenges, issues, and obstacles in the process of implementing legal provisions, and have promptly made recommendations to relevant state agencies for necessary amendments and additions. Many constructive opinions and contributions from the Vietnam General Confederation of Labor, labor unions at various levels, and the social security sector have been taken into account by the competent authorities during the process of developing and refining laws…

However, despite the achievements, the cooperation between the VSS and the VGCL in the past period also revealed certain limitations, particularly during the 2020 - 2022 period due to the impact of the Covid-19 pandemic. The implementation of certain collaborative activities (especially conferences, training sessions, policy consultations, and legal dialogues between the two parties) was disrupted. Financial resources, facilities, and vehicles allocated for information dissemination, policy communication, and legal aspects related to social, health insurance, and labor policies at different levels of labor unions were limited, especially at the grassroots level…

Unified deployment of relevant content groups

Building upon the achievements and addressing the limitations encountered in implementing the Regulations for the period 2015 - 2022, as well as tackling new issues emerging in practice, and concretizing the viewpoints of Resolution No. 28-NQ/TW on social insurance reform and Resolution No. 20-NQ/TW on strengthening the protection, care, and improvement of people's health in new circumstances... VSS and the VGCL have agreed on the deployment of appropriate content groups for the period 2023 - 2028, with key collaborative tasks including: (1) Research, summarization of practices, proposing, and recommending the establishment, modification, and supplementation of policies and laws on social, health, and labor insurance; (2) Communication and dissemination of policies and laws related to social, health, and labor insurance; (3) Directing and organizing the implementation of social, health, and labor insurance policies, ensuring the rights and benefits of laborers; (4) Inspecting and monitoring the implementation of legal provisions regarding social, health, and labor insurance; (5) Specialized inspection of social, health, and labor insurance contributions; (6) Handling complaints, accusations, and processing petitions and letters related to social, health, and labor insurance; (7) Initiating legal proceedings for violations of social, health, and labor insurance laws; (8) Reporting, exchanging information, and providing content for management tasks; exchanging information about units participating in social insurance and newly established trade union organizations; (9) Training, professional development, and scientific research in the fields of social, health, and labor insurance; (10) International cooperation in the areas of social, health and labor insurance.
