Bình Định: Supporting Health Insurance premiums for Certain Groups

The Binh Dinh Provincial People's Committee has recently issued Resolution No. 18/2023/NQ-HDND, which sets forth the policy on providing financial support for health insurance premiums for certain groups within the province.

Accordingly, the resolution, effective from July 24, 2023, stipulates increased health insurance contributions support for people of near-poor households from 15% to 30%, the remaining 70% covered by the central budget's targeted assistance; 30% for individuals belonging to agricultural, forestry, fishery, and craft households with average living standards, 30% of the premiums is supported by the central budget with specific targets, and the remaining 40% is contributed by the individual participant. Provide full support of 100% for individuals living with HIV and patients with lingering disabilities caused by leprosy, as confirmed by the competent medical authorities of the province.

The funding for implementing this policy is allocated in the provincial budget and the annual district-level budget to support the health insurance premiums for individuals from near-poor households and households engaged in agriculture, forestry, fishery, and craft activities as follows: The mountainous districts (Van Canh, An Lao, Vinh Thanh) receive 100% funding from the provincial budget; for An Nhon Town, Hoai Nhon Town, and Quy Nhon City, the town and city budgets provide 100% support; Hoai An and Tay Son districts are supported with 75% of the funding from the provincial budget, and the district budget contributes the remaining 25%; the remaining districts receive 50% funding from the provincial budget, and the district budget provides the other 50%.

For individuals living with HIV and patients with lingering disabilities caused by leprosy, if they have already received partial support for their health insurance premiums from the state budget under other beneficiary groups, the provincial budget will provide additional support to cover the full 100% health insurance contribution. In cases where they are not eligible for state budget support, the provincial budget will cover 100% of their health insurance premiums.

According to Deputy Director of Binh Dinh Provincial Social Security Office, Mr. Dang Van Ly, this resolution plays a significant role as a "lifeline" for near-poor households, agricultural, forestry, fishery, and craft households with average living standards, especially those with larger family sizes. It also helps people facing difficult circumstances previously wanted to buy health insurance but lacked the means, enabling them to access health insurance more easily than before. This resolution brings health insurance closer to the people, easing their financial burden and providing them with the opportunity for medical care in case of illness or injury.
