Viet Nam Social Security holds training conference on personnel organisation

The personnel organisation and arrangement must be tight but flexible to capture the thoughts and aspirations of officers and staff of Viet Nam Social Security (VSS).

The personnel organisation and arrangement also has to pay attention to specific issues, human resources in remote and isolated areas as well as being suitable with the real situation in each locality in the country, Nguyen The Manh, VSS Director General told a training conference on personnel organisation this year in Ha Noi.

The two-day conference, which started on August 14, was attended by heads of VSS’s Social Security offices from 63 provinces and cities.

Director General Manh said when he chaired the conference that while the workload is increasing, the staffing quota does not increase. Therefore, personnel organisation is required to be implemented more efficiently.

He also asked participants at the conference to actively share and exchange experiences as well as reflect on shortcomings related to the personnel organisation and arrangement to together discuss and find solutions.

At the conference, the participants were provided with the content of Regulation No 114-QD/TW dated July 20, 2023, of the Politburo controlling power and preventing corruption and negative acts in personnel work; discussed regulations on periodical change of working positions; regulations on declaration and control of assets and income; regulations on not assigning relatives to do some jobs in some units of Social Security offices in provinces and cities; and discussed the observance of discipline and codes of conduct for officers and staff in the insurance sector.

The participants at the conference also talked about VSS draft documents to amend regulations on the appointment, re-appointment, rotation, resignation, dismissal, suspension of positions and work of heads, managers and chief accountants at all units under the agency.

All the units under the agency were told to carry out the collection of mid-term confidence votes and report to the agency in the third quarter of this year.

Heads of all the units were tasked to continue to uphold the responsibilities of leaders in personnel organisation, strengthen the leadership and direction of the Party committees and the agency, especially the role of the heads in proactively updating knowledge, taking the initiative in building programmes and plans, deeply studying documents on the personnel organisation, ensuring the implementation of the personal organisation effectively and closely to principles and regulations of the Party, the State and the insurance sector.
