Sharing Digital Transformation Experience to Enhance Service Quality

Cluster 10 Emulation Group (Vietnam Social Security) organized a seminar on Digital Transformation to Enhance Service Quality of the Vietnam Social Security (VSS) sector in 2023. The seminar was chaired by VSS’ Deputy Director General, Chu Manh Sinh.

Cluster 10 includes 7 social security agencies from provinces and cities in the Mekong Delta region: An Giang, Bac Lieu, Ca Mau, Can Tho City, Hau Giang, Kien Giang, and Soc Trang. At the seminar, Deputy Director General and Head of the Implementation Task Force of Project 06 of VSS, Chu Manh Sinh, and the leaders of social security agencies in the provinces and cities under Cluster 10 shared their experiences and agreed on the direction for the near future.

As of mid-May 2023, 97% of civil servants and employees under Cluster 10 have registered for Level 2 electronic identification. It is expected that by the end of May, 100% of civil servants and employees under Cluster 10 (1,387 people) will have completed their registration for Level 2 electronic identification. This is the effort of Cluster 10 following the guidance of the VSS to effectively implement Project 06 on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030. In addition, Cluster 10 has validated more than 7.86 million personal information records in the National Insurance Database with the National Population Database, of which 7.35 million people participating in social and health insurance have been correctly validated, achieving a success rate of 80% in validation.

Regarding the healthcare activities using chip-mounted citizen identity cards, the records in the 7 social security agencies under Cluster 10 showed that out of a total of 919 healthcare facilities, 895 have implemented health insurance card lookup via chip-mounted citizen identity cards, reaching over 97%; nearly 3.2 million people have used these cards for lookup, of which nearly 2.3 million people have been successfully looked up by healthcare facilities, accounting for over 71%. For the online public services implemented on the National Online Public Services Portal, more than 1,841 cases have been received from the portal to confirm the unemployment insurance payment process, helping to quickly resolve unemployment benefits for employees. According to statistics on this activity in Cluster 10, there are 3 localities (Ca Mau, Soc Trang, Kien Giang) that have not generated any records on the portal. The reason is that when people have transaction needs, they mostly choose to contact service organizations or contact the nearest social insurance agency for support.

At the seminar, units under Cluster 10 shared many practical experiences in the process of digital transformation and improving service quality to implement Project 06. It is noteworthy that all local social security agencies agree that proactive coordination with the police on each locality is the most effective factor. Regarding the guidance for digital transformation and service quality enhancement, VSS’ Deputy Director General, Chu Manh Sinh, emphasized that in the near future, to effectively implement Project 06, it is necessary to continue proactively coordinating with the police at all levels in each locality to review, update, and authenticate personal identification numbers of people participating in social and health insurance who do not yet have an identification number, or whose identification number has not been properly validated with the National Population Database, into the database managed by the VSS.

On this occasion, Deputy Director General Chu Manh Sinh also praised the efforts of Cluster 10 in carrying out the digital transformation task, as well as the spirit and attitude of serving the people and businesses in all transactions related to social, health, and unemployment insurance, both through direct and online forms. He pointed out the existing limitations and shortcomings, while also suggesting ways to overcome them.

Deputy Director General Chu Manh Sinh also requested the Information Technology Center (VSS) to continue coordinating with the Department C06 (Ministry of Public Security) in the coming days to support the social insurance agencies in provinces and cities nationwide to quickly resolve issues and adjust the methods of authentication, family information exploitation... to create favorable conditions for local social security agencies, so that the progress of implementing Project 06 can be achieved as desired.
