Comprehensive Digital Transformation to Improve the Quality of Services for Health and Social Insurance Beneficiaries

The Scheme on developing the application of data on population, identification, electronic authentication data for national digital transformation in the 2022-2025 period, with a vision toward 2030 (Project 06) has significant importance, creating breakthroughs in digital transformation to bring more utilities and practical services to better serve citizens and businesses.

External Information

Along with the political system, the VSS has made efforts, focused resources, and resolutely implemented and successfully completed the tasks assigned as well as the directions of the Government's Project 06. As of May 16, 2023, some specific results achieved are as follows:

Firstly, the VSS is the first unit to successfully connect to the national population database as soon as it is put into official operation. So far, the VSS’ system has verified 83,477,695 population information in the database managed by the VSS with the national population database. At the same time, the VSS has also shared and provided 107,157,011 records of information on social, health insurance to the national population database. This is an important premise to standardize data serving for administrative procedure management, reform, and interconnection, reducing citizen paperwork.

Secondly, the VSS has implemented technical solutions to gradually use the chip-embedded citizen identity card and the National Electronic Identification (VNEID) application to replace paper health insurance cards for medical examination and treatment (MET) under health insurance (HI); directed the social security agencies in provinces to promote the use of chip-embedded cards in HI MET. Currently, there are 12,427 HI facilities nationwide providing HI MET using chip-embedded cards (reaching 96.99% of the total HI facilities nationwide), with 25,738,015 successful searches for HI card information using ID cards to serve HI procedures.

Thirdly, the VSS has implemented the integration and provision of online public services (OPS) on the National OPS Portal.

With the active coordination of the Ministry of Public Security and the Government Office, the VSS has restructured the business process, completed the integration of the HI card renewal service for households with reduced payment levels on the National OPS Portal since July 2022. As a result, the VSS’ system has received renewal requests for 1,301 HI cards through this OPS.

The VSS has proactively coordinated with the Ministry of Public Security, the Government Office, and related ministries and agencies to adjust, upgrade software, share, and connect with the interconnection OPS software to meet the requirement for issuing HI cards for children under 06 years old and to solve funeral allowance for the groups of interconnection OPS "birth registration - permanent residence registration - issue HI card for children under 6 years old" and "death registration - cancel permanent residence registration - funeral allowance". So far, two localities (Ha Nam and Hanoi) where the pilot was conducted have received and processed 30,119 applications for issuing HI cards for children under 6 years old and 1,104 applications for funeral allowance through the two interconnection OPS groups.

The VSS has cooperated with the Ministry of Labor, Invalids and Social Affairs, and the Government Office to successfully integrate the online public service "Unemployment Allowance Resolution" on the National OPS Portal since April 12, 2022. As of May 16, 2023, the VSS has received 131,875 cases from the National OPS Portal to confirm and return the process of paying unemployment insurance for serving the resolution of unemployment benefits for workers.

Fourthly, following the direction of the Prime Minister, the VSS has cooperated with the Ministry of Public Security to implement biometric verification technology on the chip-embedded ID cards and on the data of the National Population Database to limit and prevent fraud in the payment and receipt of social, health, and unemployment insurance benefits. Currently, the pilot implementation of biometric verification technology in HI MET is being carried out in Hanoi, Quang Binh, and in receiving and returning the results of administrative procedures at the one-stop-shop unit of the social security agency in Binh Duong province and Dong Da district (Hanoi).

Fifthly, the VSS has cooperated in implementing the Electronic Health Record (EHR): the VSS has participated with the Ministry of Health in building and issuing Decision No. 3704/QD-BYT dated November 11, 2022, which regulates the basic health information group belonging to the national insurance database. The VSS has also cooperated with the Ministry of Public Security to improve the data sharing function through the web (API) to share health insurance data from the VSS’ system to the National Population Database for integration and display on the VNEID application.

As of May 16, 2023, there have been over 25.7 million successful searches for health insurance card information using the chip-embedded ID cards to serve health insurance procedures nationwide.

Sixthly, the VSS has completed the software upgrade and added functions to support the Ministry of Health in implementing the interconnection of data on driver health check-up, birth certificates, and electronic death certificates via the infrastructure of the VSS to serve the online issuance and renewal of driver's licenses and the implementation of interconnection OPS under Project 06. As of now, there are 1,273 healthcare facilities nationwide approved to send driver health check-up data, of which 972 facilities have sent data with 294,438 records; 851 facilities have sent birth certificate data with 60,953 records, and 250 facilities have sent electronic death certificate data with 916 records.

Seventhly, the VSS has completed the digitization of all administrative procedure results: The VSS has adjusted and upgraded the software system to implement the issuance of electronic social insurance books, health insurance cards according to Decision No. 490/QD-BHXH dated March 28, 2023, amending and supplementing some provisions of the process of collecting social, health, unemployment insurance, and occupational accident and disease insurance premiums; managing social insurance books and health insurance cards issued under Decision No. 595/QD-BHXH dated April 14, 2017, of the VSS Director General, and amending and supplementing Article 1 of Decision No. 505/QD-BHXH dated March 27, 2020, of the Director General of VSS. During the implementation of the two interconnection OPS groups (birth registration - permanent residence registration - issuing health insurance cards for children under 6 years old; death registration - canceling permanent residence registration - funeral allowance), the VSS has issued electronic copies of the administrative procedure results (health insurance cards for children under 6 years old and electronic decisions on funeral allowance).

Banking and Finance - Digital Transformation

Therefore, the digitization of all administrative procedure results and the interconnection, sharing, and provision of online services by the VSS are important prerequisites for reforming administrative procedures, implementing digital transformation, and improving the management capacity and service quality of the VSS sector, thereby helping to reduce time and costs for organizations and individuals when transacting with social security agencies, contributing to the successful construction of a digital government./.

It was determined that implementing Project 06 is a key task of the Vietnam Social Security, and the Party Committee of Vietnam Social Security has issued Resolution No. 362-NQ/BCSD to continue leading and directing the entire sector to strengthen the implementation of Project 06. This resolution has identified 7 tasks and solutions to achieve specific targets and objectives for each stage, striving to achieve the following goals in 2023: 100% of participants in personal identification number declaration, citizen identity cards, are updated in the database managed by Vietnam Social Security and verified with the national population database; expanding transactions with all banks that meet the connection requirements when conducting online payment procedures on the National Online Public Services Portal; 80% of administrative procedures of the sector that meet the conditions for providing end-to-end online public services are integrated and provided on the National Online Public Services Portal.
