Deputy General Director Tran Dinh Lieu discusses participant development and collection work with Hai Phong City and Thai Binh Province Social Security office

On April 18, Deputy General Director Tran Dinh Lieu and the Vietnam Social Security delegation had a working session with Hai Phong City and Thai Binh Province Social Security office on the collection and development of of social and health insurance participants.
Promote the spirit of solidarity and create motivation to fulfill the set targets and tasks
At the working session with the Hai Phong Social Security Office, the leaders reported the results of collection and development of participants of social and health insurance for the first three months of 2023. As of April 15, 2023, the agency had collected VND 3,362.549 billion VND, reaching 24.3% of the plan and increasing 428.482 billion VND compared to the same period in 2022. The amount of late payment for social and health insurance (as of March 31, 2023) accounted for 5.8% of the total receivables, a decrease of 0.5% compared to the same period in 2022.

The whole city has developed 485,100 new social insurance participants, accounting for 46.93% of the workforce at working age. Specifically, there are 459,172 participants in mandatory social insurance, reaching 91.73% of the plan, an increase of 13,986 participants compared to the same period in 2022, and a decrease of 12,507 participants compared to the previous year. Meanwhile, the number of voluntary social insurance participants was 25,928, reaching 82.79% of the plan, an increase of 2,428 participants compared to the same period, and 690 participants compared to the previous year. Additionally, there were over 1.89 million health insurance participants, achieving 97.55% of the plan, an increase of 31,923 participants compared to the same period, and a decrease of 7,306 participants compared to the previous year, accounting for 91.63% of the population.
Efforts to promote revenue collection and reduce late payment of social and health insurance contributions have been intensified. However, due to the economic impact of the Covid-19 pandemic, some companies in industries such as garment, transportation, and mechanics are facing difficulties and unable to secure orders, resulting in layoffs. Notably, Regina Miracle International Vietnam Co., Ltd. has reduced 3,841 employees, while LG Display Vietnam Co., Ltd. in Hai Phong has reduced 1,757 employees.
Therefore, in the coming time, the Hai Phong Social Security Office will continue to closely follow up with trade unions to increase the collection. At the same time, this will strengthen coordination and data exchange with the Department of Planning and Investment, the Tax Department, the Cooperative Alliance, etc., to review and develop the number of businesses and labors participating in social and health insurance. Additionally, it will also enhance inspection and specialized examination of social and health insurance premiums payments according to the plans and perform surprise inspections.
In addition, cooperating with service collection organizations and local authorities in communes, wards, and towns to enhance the organization of conferences to promote voluntary household social and health insurance. The communication efforts will also be enhanced to gradually improve the awareness of employees and employers about social insurance and healthcare policies.
Speaking at the working session, Deputy General Director Tran Dinh Lieu acknowledged the results achieved by the Hai Phong Social Security Office in the first three months of 2023. Regarding the difficulties faced by the agency, he requested that the units under the agency was bold in consulting, proposing, and suggesting to create more motivation and favorable conditions for the organization and implementation of social and health insurance policies in the area.
At the same time, the Hai Phong Social Security Office must strengthen measures to expand and further improve the quality of the service collection system in the area, in order to develop voluntary social insurance and health insurance participants, household health insurance. Targets must be delegated down to the commune levels and monthly evaluations and acceptance of operation results must be conducted.
Regarding the development of social and health insurance at trade unions, Deputy General Director Tran Dinh Lieu requested strict implementation of the procedures issued by the Vietnam Social Security. He emphasized the connection and data linkage with related units, especially closely coorperating with the police of communes, wards and towns to determine the operating status of trade unions, cross-reference with existing data to grasp/identify the number of compulsory social and health insurance participants. In addition, the city social security office should also have a mechanism for cooperation to connect with related units, support and create jobs for employees, thereby increasing the opportunities for them to participate in social and health insurance.
Improve communication skills for collaborators and service organization staff
At a working session with the Thai Binh Social Security Office, the representative from the agency reported that they have basically completed the target set by the Vietnam Social Security. Specifically, in the first quarter of 2023, the reached 1,285.1 billion VND, an increase of 127.1 billion VND compared to the same period in 2022, and achieved 21.5% of the plan. The amount of late payment for social and health insurance was VND 213.5 billion VND, a decrease of 36.4 billion VND compared to the same period in 2022, and accounts for 2.37% of the total amount to be collected, including 29.57 billion VND of late health insurance payments from the State budget.
As of the end of the first quarter of 2023, Thai Binh province has 224,263 compulsory social insurance participants, 53,250 voluntary social insurance participants, 213,344 unemployment insurance participants, and 1,622,878 health insurance participants, accounting for 86.6% of the province's population. Particularly, there are 134 units with 1,788 newly registered participants, an increase of 36 units and 1,168 participants compared to the same period last year. The agency has implemented many measures to expand the number of participants, increase revenue, and reduce late payments of social insurance and health insurance. Based on data provided by Province Tax Department, the agency has implemented many synchronized solutions, such as sending official letters to urge enterprises to fully participate in social insurance and health insurance for their employees, assigning specialized officers to monitor and urge collection and conducting specialized inspections of non-compliant enterprises.
Acknowledging the efforts of the Thai Binh Social Security Office, The Deputy General Director recommends that agency should continue to strengthen its advisory work to the provincial People's Committee to implement important social welfare policies in the area, coordinate with relevant departments to effectively implement the objectives set out in Project 06.
Regarding collection of contributions, expanding participation, and reducing the amount of late payments for social insurance and health insurance, the Deputy Director General has recommended that the local Social Insurance Agency focus on leveraging the data provided by the Tax Department to increase the number of mandatory social insurance and health insurance participants. At the same time, they should enhance the implementation of industry-specific inspections of social insurance and health insurance contributions, review data on the business system and actively promote voluntary social insurance and health insurance for household.
Additionally, the agency should collaborate with the Labor, Invalids and Social affairs Department and local People’s Committees to identify and provide support for the households engaged in agriculture, forestry, fisheries, and other fields. Finally, the agency should improve the quality of collection service organizations, provide training on skills and expertise for staff, and enhance communication skills for collaborators and staff of collection service organizations./.
