Unlocking sustainable development for social and health insurance participants through effective communication

On April 12th, in Hoa Binh, the Vietnam Social Security (VSS) organized an in-depth training conference on information skills, communication, and public relations for the leadership and communication teams of the social security agencies in the provinces and cities in the Northern region. The Deputy Director General of VSS, Dao Viet Anh, attended and chaired the conference.
In the opening speech of the conference, VSS’ Deputy Director General, Dao Viet Anh, stated that communication is one of the top priority tasks in organizing the implementation of social and health insurance policies and laws. In recent times, the VSS has always come up with innovative solutions that have been a turning point in communication work, timely meeting practical requirements. The communication activities of the VSS are implemented professionally, flexibly, and effectively, mobilizing the participation of party committees, authorities at all levels, and agencies from central to local levels in leading, directing and coordinating the dissemination of social and health insurance policies to officials, party members, and the public. The important contribution to this work comes from the efforts, creativity, innovation, and responsibility of the social security agencies in the provinces and cities.

As a result, in 2022, 63 provinces and cities implementing social and health insurance policies organized about 45,900 communication conferences, training programs, consultations, dialogues, and customer meetings with approximately 1.7 million participants. Additionally, there were about 139,000 small group communication activities with about 989,000 people reached - this is one of the communication methods that has been evaluated as highly effective and has been implemented by most of the provincial social security agencies. Visual communication work and the publication of communication materials have also been continuously strengthened by the provincial social security agencies. 100% of the provincial social security agencies have issued documents and implemented visual communication activities such as National Social Insurance Campaign Month, and National Health Insurance Day. In addition, the provincial social security agencies have proactively printed and distributed leaflets and brochures on social and health insurance policies provided by VSS, such as "What you need to know about voluntary social insurance", "What you need to know about family health insurance", and "What you need to know about student health insurance". In 2022, over 8.8 million communication materials (leaflets, brochures, banners, flags) were distributed by the 63 provincial social security agencies.

Through the training content and information presented at the conference, VSS Deputy Director General, Dao Viet Anh, requested that all units under the social security system, as well as local social security agencies, fully implement the guidance on various fields and adhere to the political tasks of the industry in order to actively and proactively carry out their work, including in the field of information and communication. "Provincial social security agencies need to continue researching, understanding, and applying the training content to their communication activities, and find solutions to improve the quality of their communication work that is appropriate to the local conditions," emphasized Anh.

Furthermore, the Deputy Director General suggested that localities strengthen communication at the grassroots level; continue to review and group specific communication subjects to develop detailed communication plans and scenarios for each group down to the commune and ward levels and implement appropriate, targeted, and focused communication solutions; regularly pay attention to training, fostering, and improving the professional skills of communication officers.

"To build and develop a more professional communication team, the VSS regularly organizes training conferences to provide this team with the necessary content and skills for communication activities, thereby contributing to improving the quality of communication work at the grassroots level. Today's conference also aims to achieve this goal," shared Deputy Director General Dao Viet Anh, while also requesting all participants to focus on listening to the lectures, actively interacting, and exchanging opinions with the speakers to absorb knowledge and skills and apply them effectively to their advisory and task performance work.
