Online payment for voluntary social insurance and household health insurance: creating best conditions for people, businesses

With the motto “Taking people and businesses as the centre of services”, the Vietnam Social Security (VSS) has focused all resources to apply information technology, speed up digital transformation and gradually complete the 4.0 VSS ecosystem in order to bring in more utilities to better serve social insurance and health insurance participants.
Accordingly, the VSS is providing both offline and online payments for voluntary social insurance and household health insurance and has initially gained positive results.
People can pay for voluntary social insurance and household health insurance online via the VSS Public Portal or the National Public Portal
Offline payment
Participants submit dossiers and pay for voluntary social insurance and health insurance premiums in line with regulations at agents authorised to collect social insurance and health insurance payments or social insurance offices in their residential areas.
Online payment
Participants can pay for voluntary social insurance and health insurance premiums online via the VSS Public Portal or the National Public Portal with high secured automation process or via the online application of some banks.

Via the public portal of the VSS or the national public portal
Participants can complete procedures via the national public portal at https://dichvucong.gov.vn/p/home/dvc-trang-chu.html or the public portal of the VSS at https://dichvucong.baohiemxahoi.gov.vn. Services include first-time registration for voluntary social insurance participation, payment for voluntary social insurance; and extension of health insurance cards for households.
In order to continue creating favourable conditions for household health insurance participants, the VSS is coordinating with the Ministry of Public Security to exploit household-related data to carry out online registration for household health insurance participation.
Via online services of five banks
The VSS signed bilateral agreements on electronic payment with five banks, including Vietcombank, BIDV, MB, Agribank and Vietinbank to create conditions for citizens and businesses in participating in as well as benefit from social insurance and health insurance participants in line with the Government’s direction of increasing non-cash payments.
Accordingly, participants can carry out social insurance and health insurance transactions via applications of these banks, including paying for voluntary social insurance and extending household health insurance cards.
The payment for voluntary social insurance and household health insurance via banking applications is carried out through the following steps:
Step 1: Sign into your online banking account, find the Social Security section (depending on the interface of the applications, this item may be in the Payment or State Budget category).
Step 2: Choose types of services you want such as payment for voluntary social insurance or extending health insurance cards; choose payment subjects such as personal or organisations; select the province or city that you register to pay; enter your social insurance book number/health insurance card number or social insurance code if you pay as an organisation; and check and confirm payment information.
Step 3: Enter the OTP code sent by the bank to complete the transaction.
From 2022 to April 9, 2023, the VSS received and handled 51,433 online transactions for extending household health insurance cards and 7,216 online transactions for voluntary social insurance payment via the national public portal.

So with the rapid and convenient online transaction which helps to save time and cost, the registration and payment for voluntary social insurance and household health insurance cards via public portals and banking applications have been welcomed by many people.
With the aim of improving the satisfaction of people and businesses participating in social insurance and health insurance, the VSS will continue to study and implement more utilities in the field of social insurance and health insurance to better serve participants./.
