The Ministry of Health and Vietnam Social Security: Coordinating data interoperability of birth certificates, death certificates, and driver's health certificates to serve Project 06

On the afternoon of March 22, the Ministry of Health (MoH) and Vietnam Social Security (VSS) organized an online training conference to guide the data interoperability of birth certificates, death certificates, and driver's health certificates. Deputy Minister of Health Tran Van Thuan and VSS’ Deputy Director General Chu Manh Sinh co-chaired the conference at the central point.

The conference was attended by Ngo Hai Phan, Director General of the Government Office's Administrative Procedure Control Department; leaders of some units under the MoH and VSS. At the 63 provincial sites, leaders of the Departments of Health, the VSS, social security offices and health facilities throughout the country also attended the conference.

Deputy Minister of Health Tran Van Thuan emphasized in his opening speech at the conference that the MoH has been assigned the task of implementing the interoperability of sectoral databases with the population database, especially the interoperability of data serving online public services on the national population database platform. This includes the interoperability of data on birth certificates, death certificates, and driver's health certificates issued at healthcare facilities.

Thuan stated that this is a key political task of the entire health sector. Therefore, the MoH has worked closely with the Government Office, the Ministry of Public Security, the Ministry of Justice, the Ministry of Transport, and the VSS to issue guidance documents and direct healthcare facilities to unify the interoperability of data on birth certificates, death certificates, and driver's health certificates.

According to Deputy Minister Tran Van Thuan, in order to accelerate the progress of data interoperability, the MoH has collaborated with the VSS to organize a training conference on the implementation of data interoperability of birth certificates, death certificates, and driver's health certificates to serve Project 06.

Regarding the implementation of Project 06, VSS Deputy Director General Chu Manh Sinh stated that the agency has implemented many online public services on the National Public Service Portal and of the sector. Currently, these public services have achieved positive results, bringing numerous benefits and conveniences to participants who enjoy social, health, and unemployment insurance policies.

Sinh also shared that with the centralized management of IT infrastructure, connection, exploitation, and sharing of data with ministries, sectors, and localities throughout the country, the VSS has connected with over 13,000 health care facilities nationwide. On average, each year, the VSS receives and processes about 170 million requests for payment of health insurance benefits.

Sinh also stated that, together with the political system, the VSS and the MoH have made efforts to successfully complete the tasks assigned in Project 06 and the guidance of the Government leadership and the Project 06 Task Force. One of these tasks is to coordinate the implementation of the interoperability of data on driver's health certificates, birth certificates, and death certificates to serve the deployment of online public services.

Based on the contents of the training conference, Sinh proposed that the provincial social security agencies, cities, and units under the VSS continue to closely coordinate with the MoH and the Departments of Health to support health care facilities in the process of implementing the interoperability of data, ensuring practicality, effectiveness, and bringing benefits to the people and society. This will contribute to the overall success of Project 06 as well as the country's digital transformation efforts.

At the conference, Mr. Ngo Hai Phan - Director General of the Government Office's Administrative Procedure Control Department introduced the purpose and significance of Project 06, its importance in serving the national digital transformation, contributing to serving the people, businesses, reducing costs, and changing the working style of state administrative agencies. At the same time, Mr. Ngo Hai Phan also emphasized the tasks of the MoH assigned by the Government and the Prime Minister to effectively implement Project 06, which focuses on directing, reviewing, and fully compiling the tasks assigned by the Government and the Prime Minister in Decrees, Resolutions, and Directives, holding regular monthly meetings to promptly urge and resolve difficulties, and accelerate progress to complete the assigned tasks.

At the conference, the units under the MoH provided guidance and clarification on professional issues related to the interoperability of birth certificates issued at healthcare facilities, serving the procedures of birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old; interoperability of death certificates at healthcare facilities, serving the procedures of death registration, cancellation of permanent residence registration, and funeral allowance; interoperability of driver's health certificates, serving the procedures of issuing and renewing driver's licenses.

Representatives of VSS provided guidance and clarification on technical issues related to the interoperability of data on the health insurance assessment portal, such as account registration, digital signature, and data extraction.
