UK’s Department for Work & Pensions highly appreciates VSS’ IT application

Jacqueline Moig, of the United Kingdom’s Department for Work & Pensions, highly appreciated the application of information and technology into professional activities of the Viet Nam Social Security.

Moig said, when she led a team to work with the Viet Nam Social Security and its branch in Ha Noi on February 22, that the application of information and technology (IT) in professional activities not only helps the managerial agency reduce human resources but also helps people and service users to enjoy the results of the digital technology.

She also expressed her impression of the speedy digital transformation process of the Viet Nam Social Security, especially the successful establishment of the national insurance database.

The connection and sharing data of the Viet Nam Social Security with ministries and sectors, via abundant database resources and a widespread IT platform, has contributed very effectively to the building of Viet Nam's e-Government, she added.

Regarding the customer care and support system, she said that the management systems of the two countries are quite similar.

With a very large number of participants, the Viet Nam Social Security has deployed many channels of counselling and supporting participants that catch up with the global trend, she said.

She added that in the UK, although the customer care system has improved, many people still want to work directly because of a higher level of reliability.

However, according to the trend, transactions will have to be handled entirely by technology, she said.

Therefore, she looks forward to continuing to co-operate and exchange experiences with the Viet Nam Social Security in this field in the future, she said.

At the meeting, representatives of the Viet Nam Social Security’s Information and Technology Centre and the Customer Care and Support Service Centre said grasping the global trend of digital transformation, the orientation of national digital transformation as well as the drastic direction of the Vietnamese Government, the Viet Nam Social Security has determined to invest in building an IT system towards e-Government; integrated at national level; modern and meeting international standards; operated by high-quality IT human resources; in order to serve people and businesses more comprehensively.

The Viet Nam Social Security has completed a database of more than 98 million people, equal to nearly 28 million households nationwide; and connected with nearly 13,000 medical facilities so far.

There are over 620,000 organisations and enterprises using online public services nationwide.

This is an important premise for the implementation of social and health insurance policies in the digital environment.

Currently, the Viet Nam Social Security has nearly 30 IT applications to manage professional activities.

Accordingly, almost all professional activities of the Viet Nam Social Security as well as transactions among individuals and organisations with the insurance agency have been carried out in the digital environment, contributing to saving both time and costs.

Notably, on the platform of IT application, the insurance agency has been improving the Industry 4.0 ecosystem to serve people and businesses with the following services: messages (SMS); online payment; social insurance application on mobile devices; Chatbot system to support customers; analysing and exploiting data of the social insurance on Big Data; and setting up a fan page on social networking sites.

At the same time, it also provides level-4 online public services for all administrative procedures of the social insurance agency; supplying 20 online public services on the National Service Portal; and operates seven online public services on VssID – the digital social insurance application.

Also on the same day, the working team, led by Moig, worked with the Viet Nam Social Security branch in Ha Noi.

A representative of the branch said the branch has focused on applying IT in professional activities, including declaration and payment of social insurance via electronic transactions, and providing software to support businesses in dealing with the social insurance agency, thereby contributing to creating more favourable conditions for people and businesses.

There are 106,270 local employers using electronic transactions with the branch, reaching a rate of 99.39 per cent.

Data of more than 4.88 million people’s health insurance cards have been synchronised with chip-based identity cards so that people can use their chip-based identity cards to go to medical facilities for examination and treatment.

The whole city also has over 3.69 million people registered for electronic transactions with the social insurance agency.
