VSS' working group for Project 06 deploys tasks in 2023

On February 9, 2023, in Hanoi, Deputy General Director Dao Viet Anh chaired a meeting of the Working Group to implement Project 06 of Vietnam Social Security (VSS) to evaluate the results achieved in 2022 and discuss practical solutions to performing tasks in 2023.

At the meeting, Deputy General Director Dao Viet Anh emphasized that, in order to effectively implement the Government's Project 06, in 2022, the VSS has made efforts and achieved various positive results in the tasks assigned under Project 06. The highlight is taking the lead and taking the initiative in connecting and synchronously sharing data and information with relevant ministries and branches; providing online public services; connecting, exploiting, supplementing and enriching population data, etc. Thereby, they have contributed to bringing practical utilities to people and businesses when participating in and enjoying social and health insurance policies. "This is the premise for the VSS industry to continue successfully implementing the assigned tasks in 2023," said Anh.

On January 6, 2022, the Prime Minister issued Decision No. 06/QD-TTg approving the "Scheme on developing the application of data on population, identification, electronic authentication data for national digital transformation in the 2022-2025 period, with a vision toward 2030" (Project 06) with the goal of applying the national database on population, electronic identification and authentication system, and chip-based citizen identity cards in national digital transformation.

Specifically, with the construction and completion of a database of more than 98 million people, which is the foundation of the national insurance database, the VSS has successfully connected with the national database on population since it was officially put into operation. By the end of December 2022, the system has verified over 71.2 million pieces of demographic information contained in the national database on insurance and population. At the same time, the VSS has also provided and shared nearly 62.3 million turns of social and health insurance information for the national database on population.

In addition, the VSS has coordinated with relevant ministries and branches to deploy techniques to ensure step-by-step use of chip-based citizen identity cards, and the application of national electronic identification to replace paper health insurance cards in health care services, helping people save time and reduce the number of procedures when going to medical care; piloting the integration of fingerprint biometric authentication technology on chip-based ID cards in medical care covered by health insurance and in receiving dossiers and returning results of administrative procedures settlement at the one-stop department of the social security agency, helping participants implement administrative procedures on social, health and unemployment insurance quickly and conveniently. As a result, the whole country has over 12,000 healthcare facilities covered by health insurance that looked up information on health insurance cards using chip-based ID cards (accounting for 93.8% of the total number of healthcare facilities covered by health insurance).

Following the direction of the Prime Minister at the Conference to review the 6-month implementation of Project 06, the VSS has been coordinating with the Ministry of Public Security to deploy biometric authentication technologies based on integrated biometric information on the chip-based ID card and on the data of the national database on population to limit and prevent profiteering when paying and enjoying social, health and unemployment insurance benefits.

The VSS has upgraded and adjusted the receiving portal of the Health Insurance Assessment System and the software to receive and manage records to integrate biometric authentication technology; has piloted integrating biometric authentication technology in health care covered by health insurance in Quang Binh and Hanoi).

In particular, on November 21, 2022, the VSS issued Decision No. 3509/QD-BHXH to pilot the receipt and handling of electronic inter-connected administrative documents: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old on the National Public Service Portal in Hanoi and Ha Nam province. The implementation of these two groups of public services, not only helps to reduce travel time and costs for people and employees. but also helps improve the management efficiency of state agencies, especially the Vietnamese social security industry, which will help improve management efficiency and ensure the interests of people and participants of social and health insurance; then towards the widespread deployment of two inter-connected public service groups nationwide.

By the end of December 2022, the VSS has received from the National Public Service Portal to confirm and pay the UI payment process for nearly 50,000 cases serving unemployment benefits for employees; more than 50,000 times of successful household-based health insurance renewal transactions.

According to the assignment of tasks to implement Project 06 in 2023, the VSS will continue to ensure and strengthen the IT system to continue promoting connection and data sharing with relevant ministries and branches; continue to review and deploy data cleaning on health, insurance and tax data; continue to deploy anti-profiteering social and health insurance, in which, strive for about 80% of medical facilities to use chip-based ID cards for biometric authentication.

Delivering the orientation speech, Deputy General Director Dao Viet Anh emphasized, in order to promote the results achieved in 2022, in the coming time, members of the working group will continue to advise and propose effective plans and strive to complete 100% of the proposed implementation plan of Project 06./.
